Parking on the City Streets

Winona State University and the City of Winona have entered into a "Joint Powers Agreement", whereby Winona State has the authority to monitor all city streets within campus (Mark Street) and streets bordering the campus. The violations given are in regulation with the city ordinances governing vehicles parked on these streets.

Tickector20 Hour Parking Ordinance

Vehicles must be moved every 20 hours. Vehicles parked on City of Winona streets in excess of 20 hours are subject to a fine and may also have their vehicle towed.

Alternate-Side Parking Ordinance

The City Alternate-Side Parking Ordinance goes into effect on November 1 at 1:00 a.m. and stays in effect until April 1. This time frame allows the City Street Department ample time to clean fall leaves from the street and snowfall from the streets to allow safe passage of vehicles.

Violations can result in the issuance of a citation, and your vehicle may be towed away and stored at your expense. The fine for an alternate side parking ticket is $25. There will be no warnings given. The Police Department will begin ticketing vehicles on November 1 at 1:00 a.m.

61.56 ALTERNATE-SIDE PARKING: No person shall stop, park, or leave standing any vehicle on any street or Municipal Parking Lots 1 and 3 on any day from November 1 to April 1 between the hours of 1:00 a.m. and 6:30 a.m., except as herein provided:

On even-numbered calendar dates vehicles may be parked on the near side of the street adjacent to lots and houses which have been assigned even numbers in accordance with Section 35.06 of this Code;

On odd-numbered calendar dates vehicles may be parked on the near side of the street adjacent to lots and houses which have been assigned odd numbers in accordance with Section 35.06 of this Code;

On even-numbered calendar dates vehicles may be parked in Municipal Lot #1 on Second Street between Center Street and Lafayette Street between the hours of 1:00 a.m. and 6:30 a.m.;

On odd-numbered calendar dates vehicles may be parked in Municipal Lot #3 on Center Street between Third and Fourth Street between the hours of 1:00 a.m. and 6:30 a.m.
