Street Parking

Winona State University and the City of Winona have entered into a "Joint Powers Agreement", whereby Winona State has the authority to monitor all city streets within campus and streets bordering the campus. The violations given are in regulation with the city ordinances governing vehicles parked on these streets.

The Winona Police Department will enforce all city ordinances and violations of state parking regulations on public streets within the City of Winona. Citations received from the Winona Police Department are not handled by WSU Parking Services. Those persons receiving City of Winona Citations must appear in Winona District Court on the date/time indicated on the ticket to contest the citation and/or pay their fines directly to the Winona Police Department, 201 W. 3rd Street, Winona, MN 55987. Listed below are city ordinances that members of the campus community should be aware of when parking their vehicles in the City of Winona.

Alternate-Side Parking Ordinance

The City Alternate-Side Parking Ordinance goes into effect on November 15 at 12:01 a.m. and stays in effect until March 15. This time frame allows the City Street Department ample time to clean fall leaves from the street and snowfall from the streets to allow safe passage of vehicles.  This does not apply to diagonal parking spaces as business owners are responsible for snow removal and maintenance for these spaces.

Alternate side parking works as follows. Vehicles must be on a specific side of the street between 12:01 a.m. and 6:30 a.m. every night during enforcement dates. The side of the street vehicles are allowed to park on is determined by the date at 12:01 a.m. Odd dates mean that vehicles may park on the odd side of the street. Even dates mean that vehicles may park on the even side of the street. Odd and even sides of the street are determined by house numbers.

For example, if at 12:01 a.m. the date is November 23, then at that time, your vehicle should be parked on the ODD side of the street. Alternatively, if at 12:01 a.m. the date is November 24, then at that time your vehicle should be parked on the EVEN side of the street.

If you are unable to find a space, parking is available in city Municipal Lot #3 (Center Street between 3rd and 4th Street) between 12:01 and 6:30 a.m. on odd days or city Municipal Lot #1 (Second Street between Center Street and Lafayette Street) between 12:01 and 6:30 a.m. on even days.

Violations can result in the issuance of a citation, and your vehicle may be towed away and stored at your expense. The fine for an alternate side parking ticket is $25. There will be no warnings given. The Police Department will begin ticketing vehicles on November 15 at 12:01 a.m.

20 Hour Parking Ordinance

Vehicles must be moved every 20 hours. Vehicles parked on City of Winona streets in excess of 20 hours are subject to a fine and may also have their vehicle towed. For more information you may contact the Winona Police Department (507.457.6302)
