Transfer FAQ

For Winona State University-Rochester Center Undergraduate Students

Can I apply for admission for either the fall or spring semester?

Yes, but in either case, your application materials must be received at least one month prior to the beginning of the term.  Many majors at Winona State University-Rochester Center (WSU-RC) have admission procedures separate from, or in addition to, those of the general university.  Therefore, it is essential that the department of your major be consulted for their admission criteria as soon as possible.

How do I declare a major?

Completion of the Declaration of Major/Minor form is required to officially declare your intended major or minor.  Although this form is part of your application to the university, several departments require that you apply directly to their program in order to be accepted.  Contact the department of your intended major early in your studies to be informed of their processes and deadlines.

Are there programs/faculty advisors available to assist me?

Yes.  WSU-RC has a full-time, general academic advisor, in addition to resident faculty representing each degree program that is offered.  These professionals are available for your academic advising and guidance.  Request Appointment

What is WSU-RC's policy for transferring credits?

If you have taken 24 or more transferable semester hours at a regionally accredited two or four-year institution (excluding technical colleges) and a cumulative GPA of at least 2.40, all of your credits (except remedical classes and course work from non-regionally accredited colleges) will transfer.  You will then be automatically admitted to WSU.

If you are transferring credits to WSU that you have earned by examination at another school, a specific course number must be posted on your transcript.

If you are transferring credits earned by taking an AP or CLEP test, your scores must meet WSU score requirements (Click here for CLEP requirements)

Military service school courses will be evaluated according to the recommendations of the Guide to the Evaluation of Education Experience in the Armed Services, published by the American Council of Education.  An official DD214 form and/or military educational records must be presented to the Admissions Office for this evaluation.

Credit earned through correspondence will be accepted from regionally accredited, college level correspondence schools.

If your current GPA is between a 2.2 - 2.39, you will be asked to come in for an interview with an admissions transfer specialist who will review your application on an individual basis.

I've earned less than 24 college credits.  Can I still apply to WSU-RC?

Yes, but you will be subject to the same admission requirements as students entering directly from high school.  These include a minimum ACT composite of 21 or a high school rank in the top 50%, and completion of the Minnesota State University preparation requirements.

NOTE:  Depending upon your chosen major, you may need to take lower division prerequisite courses through RCTC (Rochester Community and Technical College) or WSU in Winona in order to complete your degree program.  RCTC and WSU advisors are available to assist you with this process.

May I take courses at WSU-RC before I am formally admitted?

Non-degree seeking students may complete a Provisional Admit form which is valid for one semester only.  Contact WSU-RC for more information at 1.800.366.5418 or 507.285.7100.

However, formal admission is required for:

Anyone whose goal is to obtain a degree through Winona State University

Anyone taking classes at the Winona campus

Anyone needing priority registration

Anyone receiving Financial Aid

Anyone registering for a Graduate level course

Specific programs: Elementary Education and Nursing (Please contact the appropriate department.)

Non-US citizens must verify eligibility with the International Student Office

International Students

Students must satisfy all WSU application procedures if they are not U.S. citizens.  Students who are not U.S. citizens are admitted on the basis of certified credential evaluations verifying completion of previous educational studies (failure to supply official mark sheets from ALL schools attended is considered fraud and gournds for canceling admissions or enrollment).  Students also must submit a TOEFL score with a minimum of 500 or computer score of 270.  The University required all non-native speakers of English to complete an on-campus English placement exam.  The English test determines the appropriate English placement.

In addition to official academic credentials and the TOEFL score, students must present proof if financial responsibility for the full course of study.  The University provides a specific financial support forms for this purpose.  The University also requires that all financial obligations - including tuition, fees, room and board - be paid when students register.

The financial support statement is extremely important because very little financial aid is available to students who are not U.S. citizens, and immigration regulations prohibit these students from getting a job outside the campus community.  In view of the increasing cost of education and unstable conditions around the world, WSU does not assume responsibility fo remergency situations which can arise while students are attending the University.

Students also are required to have health insurance and if they don't have a health insurance policy, they are required to purchase one through the University.

Although the deadline for submitting admissions material is one month before the first day of registration for any semester, the Admissions office encourages students who are not U.S. citizens to complete the application process three months before the first day of registration for the semester in which studies are to begin.  Submitting application material earlier allows the application to be processed correctly and lets University officials more effectively plan the required orientation programs for international students.
