Graduate Course Information
If this is the first Graduate course taken, the Graduate Special Application and $20 fee are required at the time of registration. 500 and 600 course series are for Graduate credit only. A Bachelor's degree is required for enrollment in these courses. Students requesting graduate courses are responsible for knowing and complying with the Graduate School regulations. Contact the Graduate Office at Winona, Somsen Hall, 507-457-5038 or 1-800-342-5978 for information.

Grading System
Letter grading system = A, B, C, D, F
Pass/No Credit grading system = P represents passing performance; NC represents no credit, an unacceptable level of performance.


Audit = AU, a registration which allows a student to attend a class but will receive no evaluation of course requirements. There is no reduction of tuition for classes taken as an Audit.


"PN" after the number of credits indicates the class is offered as Pass/No Credit only. This option is not available to students taking the course to fulfill a major or minor requirement; nor may a student take more than four (4) PN credits per semester exclusive of student teaching or internships. Check the WSU catalog to identify classes each department requires or permits as PN registration. "GR" after the number of credits means the class is offered as Grade only. Contact the instructor for details on course requirements. Changes in grade type cannot be made after the Class Schedule Change Deadline, OR after class start time for workshops. NOTE: Leaving the GRADE TYPE BLANK on the REGISTRATION FORM RESULTS in GR (A, B, C, D, F) grade type.

Elementary Education Courses
It is required that students must complete the PPST, attend the Education Admissions meeting and take the Writing Clearance Test and be accepted into Winona State University, as well as the Teacher Education program prior to being eligible for registration for specific education classes. Independent Study, Internship, or Arranged Class
Students wishing to register for these courses must have completed the appropriate Independent Study, Internship or Arranged Class form with the specific department PRIOR to registration. Check Academic Calendar in WSU Catalog for application deadline.

Permission Signature Required Courses
Some departments have indicated courses for which they require students to obtain permission before registering. Instructors of these classes may choose to either give you permission by entering your Warrior ID in the computer (the instructor will not be registering you in the class but will be giving authorization for you to enroll in the class), or give you a blue "Class Permit" slip with her/his signature on it. Use WEB registration if she/he gives you permission via the computer. If he/she gives you a "Class Permit" slip, you will need to present the permission slip to the WSU-RC Student Services desk.

Residency requires one year in Minnesota:
Obtaining reciprocity is the responsibility of the student. If reciprocity is not applied for and approved, the student will be charged at the nonresident rate. Reciprocity and Minnesota residency forms are available at the WSU-RC Student Services desk.


The tuition and fee schedule applies to all registrations except where contracted arrangements or special workshop/course fees apply. Course or lab fees will be charged to cover additional expenses of certain classes.

Fee statements will be mailed following last day to drop/add to the permanent address students have given the Registrar's Office.

Failure to receive a fee statement does not release the student from payment obligations.


Nonpayment or lack of attendance does not release the student from financial obligations.

Students must formally drop courses they are not attending within the drop/add days

Students receiving financial assistance (which includes all scholarships, grants, loans, etc.

  1. WSU does not issue checks for financial aid overage or refunds.  Refunds and financial aid overage amounts will be deposited directly to the bank account requested by the student.  All students receiving any type of financial aid must provide bank account information to WSU.  WSU will not process a refund or financial aid disbursement unless we have bank account information.  For further information on setting up direct deposit please use web site:  http://www.winona.edu/billing/DirectDeposit.htm
  2. Private scholarships should be remitted to the Accounts Receivable Office prior to the start of the academic year/semester as they are granted.  Notification of receipt of all private scholarships is mailed to the scholarship grantor and the recipient.  These funds become part of the student's WSU Financial Aid Office Award Package for the academic year.  Scholarship funds will be disbursed one-half each semester based on full time enrollment unless WSU is instructed in writing by the grantor of the scholarship to disburse otherwise.
  3. Students receiving financial assistance from the WSU Financial Aid Office, and have not received aid by the due date will be charged a $30.00 extended payment fee.  Use the checklist at: http://www.winona.edu/financialaid/documents/awardletterchecklist.pdf to verify everything has been completed in a timely manner.
  4. Students who are receiving assistance other than through the Financial Aid Office (DVR, VA, Third Party Billing) must contact the Accounts Receivable Office with an authorization or voucher prior to July 28th for Summer 2006.
  5. Students receiving financial assistance should be prepared to purchase books, supplies, and personal items from personal fund until their financial assistance is disbursed.

ALL students receiving financial aid must make payment in full by July 28th for Summer 2006.  If payment is not received, a $30.00 extended payment fee will be assessed.

WSU Registration Cancellation for Non Payment and

Extended Payment Plan Fall 2006

In an effort to bring greater uniformity to billing policies among all MnSCU institutions, the MnSCU Board has adopted a new payment policy beginning Fall 2006.

Fall 2006 Tuition and fees are due September 1, 2006

Alternative payment arrangements can be made and are listed below.  However, if appropriate payment arrangements are not made and the tuition and fees bill is not paid by

September 1, 2006, your registration will be cancelled for nonpayment.

Do not assume that you will be dropped.  If you wish to not be enrolled for the Fall 2006 term, you should drop from classes no later than September 1, 2006.

Alternative Payment Arrangements

1. Financial Assistance

If you plan to pay for all or part of your bill by using financial assistance, any one of the following will keep your class schedule intact:

A valid Financial Aid Applicatino (FAFSA) received by WSU.

A valid Third Party Payment authoriziation on file with WSU Student Accounts.

A valid Employee Tuition Waiver received by WSU Student Accounts.

The first disbursement of Financial Aid is scheduled for September 8, 2006.  If your bill is not paid in full with financial assistance on September 8, 2006, you will automatically be entered into the Extended Payment Plan at that time and charged a fee of $30.

2.  WSU Housing (Winona Campus)

A valid check-in to WSU Housing prior to September 1, 2006, will keep your class schedule intact.  Those who have checked in to housing and have not paid in full by September 1, 2006, will automatically be entered in the Extended Payment Plan and charged a fee of $30.

3.  Extended Payment Plan

You may pay your tuition and fees by using the extended payment plan.  Those choosing to use the extended payment plan will be assessed a fee of $30.  To enroll in the extended payment plan full time students must make a payment of $300. or more by September 1, 2006.

First payment (due September 1, 2006)                   Full time $300/Part time 15% of balance

Second payment (due September 29, 2006)           1/3 of current outstanding balance

Third payment (due October 27, 2006)                    1/2 of current outstanding balance

Fourth payment (due November 24, 2006)              All of current outstanding balance

If you do not meet the payment dates as outlined, you are assessed an additional $10.00 late fee per occurrence.

If you are on the Extended Payment Plan, you will receive any payment due information via your WSU email account.  Reminders are NOT being sent by US mail.  You must have

no outstanding balance on your student account in order to register for Spring 2007.

Viewing Account Information

Students may view their account information on line.  Directions on how to view account information is located at http://www.winona.edu/billing/OnlineBillingStatement.htm  Students may also request fee statements from Kristi Ziegler in the WSU-RC Student Services office or from Accounts Receivable in Rochester.  Failure to receive a fee statement does not release the student from payment obligations.

Withdrawal Policy

Students who drop courses or withdraw from the University after September 1, 2006, will be charged for the classes they have withdrawn from.  Students withdrawing courses must do so at the WSU Rochester Student Services desk.

Students Receiving Financial Aid

1.  All students receiving financial aid should provide a bank account where excess funds can be deposited.  The Direct Deposit instructions will give you instructions on how to provide this information to WSU.

2.  Students who are receiving assistance other than through the Financial Aid Office (DVR, VA, Third Party Billing) must contact the Accounts Receivable Office prior to the date payment is due to arrange for payment.

Class Withdrawal Policy
Notification of Withdrawal: Students can either withdraw on the web or fill out the official form at the WSU-RC Student Services Desk. Student signature and date of withdrawal is required on the form. Notifying the instructor is not sufficient.
A student may withdraw from a Rochester Center class up to the last withdrawal date for the semester (see withdraw dates noted on schedule).


NOTE:

Workshops Withdrawals are not allowed after start of workshop.

Summer and  Non-Full Term Withdraw Dates for courses will be noted in schedule.

Refund Policy
State University Board regulations provide for refunds according to a pro-rated schedule based on the date of withdrawal. When refunds are allowed, they will be computed based on postmark date or personal delivery of signed form to the WSU-RC Student Services desk or the WSU ACEED office in Winona. This pertains to all registrations, whether payment has been made or not. Please see http://www.winona.edu/billing/RefundPolicy.htm

Class meetings may be cancelled due to weather conditions or other emergencies. The following agencies will be notified by 7 am for day classes; by 3 pm for evening classes:

Rochester Center - 285-7100
Austin - KAUS & KGHR Radio

WSU-Rochester Center does not receive information on evening cancellations before 3 pm.
