Emergency Procedures

Introduction, Rationale, & Purpose

 The following emergency procedures are a general outline for the Winona State University Athletic Department. This has specific emergency planes for each individual athletic venue including emergency phone numbers as well as entrances and access routes. It is expected that all certified athletic trainers and athletic training students make themselves knowledgeable with the details of the emergency procedure.

Emergency Phone Numbers :

 Numbers available in the ATR, ME 140.

Roles within the Emergency Team

  • Establish safety of scene and immediate care of the athlete
  • Activation of Emergency Medical System
  • Emergency equipment retrieval
  • Direction of EMS to scene

Activation of the Emergency Medical System

  • Making the call
    • Call 911 – State that you have an emergency in Winona
    • Notify campus security 507-457-5555
    • Notify any other applicable personal
  • Providing Information to EMS (911)
    • Name, address, telephone number of caller
    • Nature of the emergency, medical or non-medical
    • Number of persons involved
    • Condition of athlete
    • Any first aid given by the athletic training staff
    • Specific directions to the venue
    • Other information requested by the dispatcher

Cardiorespiratory, Medical, and/or Orthopedic Emergency Occurring at

Maxwell Field - Venue for Football, Soccer, and Softball

Emergency Personnel

  • Certified athletic trainers, athletic training students, and team orthopedic physician (if on site)

Emergency Communication

  • Land line in press box (507-457-5553), certified athletic trainers cell phone

Emergency Equipment

  • AED (available during competitions), spine board, vacuum splint bag, crutches, and first aid kit

Roles of the First Responders

  • Immediate care of injured or ill athlete
  • Emergency equipment retrieval
  • Activation of emergency medical system
  • Direction of EMS to scene
    • Open gate to entrance at South end of field - off of Sarnia Street and Johnson Street
    • Designate individual to flag down EMS and direct them to the scene
    • Scene control
      • Limit scene to first aid providers
      • Move bystanders away from area

Venue Directions

  • Maxwell field is located on the corner of Sarnia Street and Johnson Street
  • The south gate will be the primary entrance for EMS

Cardiorespiratory, Medical, and/or Orthopedic Emergency Occurring at

Loughrey Field - Venue for Baseball

Emergency Personnel

  • Certified athletic trainers, athletic training students, and team orthopedic physician (if on site)

Emergency Communication

  • Land line in Loughrey Field Dugout (507-457-5554), certified athletic trainer’s cell phone

Emergency Equipment

  • AED (available during competitions), spine board, vacuum splint bag, crutches, and first aid kit

Roles of the First Responders

  • Immediate care of injured or ill athlete
  • Emergency equipment retrieval
  • Activation of emergency medical system
  • Direction of EMS to scene
    • Open gate down the right field line
    • Designate individual to flag down EMS and direct them to the scene
    • Scene control
      • Limit scene to first aid providers
      • Move bystanders away from area

Venue Directions

  • Loughrey field is located on the corner of Sarnia Street and Winona Street
  • The gate is off of Sarnia Street down the right field line

Cardiorespiratory, Medical, and/or Orthopedic Emergency Occurring at

Memorial Hall - Venue for Basketball and Volleyball (McCown Gymnasium and Talbot Gymnasium)

Emergency Personnel

  • Certified athletic trainers, athletic training students, and team orthopedic physician (if on site)

Emergency Communication

  • Land line in training room (507-457-5209) or security phone next to main entrance of McCown or entrance of the pool, certified athletic trainer’s cell phone

Emergency Equipment

  • AED (available during competitions), spine board, vacuum splint bag, crutches, and first aid kit

Roles of the First Responders

  • Immediate care of injured or ill athlete
  • Emergency equipment retrieval
  • Activation of emergency medical system
  • Direction of EMS to scene
    • Open appropriate gates and/or doors
    • Designate individual to flag down EMS and direct them to the scene
    • Scene control
      • Limit scene to first aid providers
      • Move bystanders away from area

Venue Directions

  • Memorial Hall is located on Main Street between Sanborn Street ( 8 th Street ) and Howard Street ( 10 th Street )
  • The ambulance entrance into Memorial Hall for Talbot Gymnasium is located on Sanborn Street ( 8 th Street )
    • To get into Talbot follow the hallway to left, an athletic training staff member will lead to the gym
  • The ambulance entrance into Memorial Hall for McCown Gymnasium is located on Main Street near King Street ( 9 th Street )

Weather Emergency Occurring at Maxwell and Loughrey Field

Venue for Football, Soccer, Softball, and Baseball

Emergency Personnel

  • Certified athletic trainers, student athletic trainers, team orthopedic physician (if on site), and university staff

Emergency Communication

  • Information provided by the national weather service via radio or television
  • Information obtained by lightening detectors
    • If lightning is reason for weather emergency, follow policy and procedure document for lightning safety

Roles of the First Responders

  • Move athletes and other staff off of the field and into locker rooms, adjacent WSU buildings or other safe environment
  • Advise spectators to seek safe shelter in personal vehicles or adjacent WSU buildings

Weather Emergency Occurring at Memorial Hall -

Venue for Basketball and Volleyball (McCown Gymnasium and Talbot Gymnasium)

Emergency Personnel

  • Certified athletic trainers, student athletic trainers, team orthopedic physician (if on site), and university staff

Emergency Communication

  • Information provided by the national weather service via radio or television

Roles of the First Responders

  • Move athletes and other staff off of the courts into safe area as deemed appropriate by the certified athletic training staff
  • Advise spectators to seek safe shelter

These Policies and Procedures have been read and approved by the WSU Medical Director. Any changes to this document must be approved by the WSU Medical Director prior to implementation.
