Graduate, Summer and Rochester Campus Information
Tuition
All tuition is subject to change by the Minnesota State College and University Board. The following tuition rates are approved for Winona State University in Fall 2009, Spring 2010 and Summer 2010.
Undergraduate tuition for Fall and Spring full time students (12- 18 credits) for the Winona campus and the OCED campus will be billed at a flat rate shown below. Rochester campus classes will be charged on a per credit basis (except for Wisconsin residents). All Graduate courses and Summer Session courses will be charged on a per credit basis.
Funds from the American Recovery and Reinvestment Act of 2009 have been used to limit tuition increases this year.
For 2009-2010 academic year, the MnSCU Board of Trustees has authorized a 5% tuition increase and chosen to use the federal stimulus (American Recovery and Reinvestment Act) funds to buy the tuition increase down by 2%. The actual tuition increase (shown below) is therefore at 3%. The amount you see posted to your tuition account will show the reduced amount.

Student Life Fee
The Student Life Fee is assessed to all students attending classes through the Winona and Rochester campuses. The rates are determined by a committee consisting of members of the Student Senate and University Administration. The committee also determines the distribution of funds. Areas receiving funds include the student senate, university clubs, and the Winonan . The Student Life Fee is $4.20 per credit hour.. $50.40 maximum per term. This fee is not included on 1098-T.
Athletics Fee
The Athletics Fee is assessed to all students attending classes through the Winona and Rochester campuses. The rates are determined by a committee consisting of members of the Student Senate and University Administration. The committee also determines the distribution of funds. The Athletics Fee is $3.80 per credit hour..$45.60 maximum per term. This fee is not included on 1098-T.
Health Service Fee
The Health Service Fee is assessed to all students attending classes through the Winona campuses. The rates are determined by a committee consisting of members of the Student Senate and University Administration. The committee also determines the distribution of funds. The Health Service Fee is $3.85 per credit hour..$46.20 maximum per term. This fee is not included on 1098-T.
Union Facility Fee
The Union Facility Fee is assessed to all students attending classes through the Winona Campus. The rate is determined by the University Administration and the State Board Office. Funds are used to finance the construction, maintenance, and daily operation of the student union building. The Union Facility Fee is $6.95 per credit hour.. $111.20 maximum per term. This fee is not included on 1098-T.
Wellness Center Fee
The Wellness Center Fee is assessed to all students attending classes through the Winona Campus. The rate is determined by the University Administration and the State Board Office. Funds are used to finance the construction, maintenance, and daily operation of the Wellness Center. The Wellness Center Fee is $5.87 per credit hour.. $70.50 maximum per term. This fee is not included on 1098-T.
MSUSA Fee
The MSUSA Fee is assessed to all students attending classes for college credit. The rates are determined by the Minnesota State University Student Association and The State Board Office. Funds are used by the Minnesota State University Student Association. The MSUSA Fee is $.43 per credit hour. This fee is included on 1098-T.
Technology Fee
The Technology Fee is assessed to all students attending classes for credit. The rate is determined by the University Administration and funds are used to support the campus technology infrastructure and academic computer services. The fee is $7.40 per credit hour.. $103.60maximum per term for those attending the Winona Campus and $8.00 per credit hour.. $96.00 maximum per term for those attending the Rochester Campus. This fee is included on 1098-T.
Laptop Program Fee
All full time undergraduate students (defined as taking 12 semester credits or more) are automatically enrolled in the Winona State Laptop Program. Students are required to participate in the program until they graduate or leave WSU. Part time students may participate in the program voluntarily. The Technical Support Center also has laptop short term leases available for those part time students taking a laptop required course. Complete Laptop Program information is available at http://www.winona.edu/its/laptop/. Laptop Program fee is $500or 485 per semester depending on the computer model. This fee is included on 1098-T.
Course Fees
Course Fees are assessed to all students attending courses that have additional course fees indicated in the schedule. Rates are determined by the Department Chairperson and approved by the Deans and Academic Vice President. Course fees are used by the departments to pay for costs not normally incurred in every day instruction, i.e. the cost of using the bowling alley for a bowling class. This fee is included on 1098-T.
Residential College Fee
The Residential College Fee is assessed to all students within the Residential College. The rates are determined by the University Administration and funds are used to provide additional programs for those in residence at the Residential College. The Residential College Fee is $200.00 per year and paid in the fall term. This fee is not included on 1098-T.
Insurance
Health insurance is available to all full-time students. Further details are available in the Counseling Center. This fee is not included on 1098-T.
Incidental Fees
Several smaller fees arise from other non-course related matters including Health Service, Credit by Exam Fees, ID card replacement fees and Library Fines.
Text Books
Textbooks will average about $300.00 - 400.00 per term. Books can be purchased at the WSU Bookstore.
Payment Plan
Payment in full for all tuition, fees and residence hall charges must be paid by the payment due date indicated in the current class schedule. All students who have not paid their accounts in full by the due date and are not dropped will be placed on the extended payment plan. The extended payment fee is 30.00 per term An additional late fee of $10.00 will be assessed late payments on the extended payment plan.
Students are expected to pay all accounts to the University when they are due. Due dates are published on the WSU website. Failure to receive a notice does not release the student from payment obligations. The University is authorized to withhold the issuance of diplomas and official transcripts of credits and to deny students further registration until all moneys due the University have been paid.
NSF Fee (Returned Check)
A fee of $20.00 will be assessed for each check returned NSF.
