I. INTRODUCTION: TEACHER LICENSURE COLLABORATIVE (TLC)
Winona State University (WSU), and area schools are joint participants in a Teacher Licensure Collaborative at the secondary level. The program is currently designed to provide individuals with a bachelor’s degree in an appropriate content area the opportunity to complete a middle school and/or secondary licensure in one of the following categories:

Candidates selected to participate in this program will be required to complete a year-long, full-time internship under the supervision of a licensed teacher in the Rochester Public Schools or other area public schools. The internship will follow a summer of intensive pedagogical coursework and will include coursework after school hours.
II. RATIONALE
The program is designed to provide individuals with content expertise an opportunity to qualify for teacher licensure through a pathway based on experiential learning, and it is delivered collaboratively by University and District personnel. Candidates must demonstrate competence in content knowledge and pedagogy based on standards established by the Minnesota Board of Teaching. Central to the program design is a year-long internship supervised by a classroom teacher who is trained to be a content/pedagogy coach.
Interns complete licensure requirements through a 30 credit sequence of coursework and internship experience. During the year-long internship, interns are required to complete a Content Knowledge Portfolio and a Standards of Effective Practice Portfolio. After successful completion of the licensure program, candidates have the option of completing a Master of Science degree with an additional 17 credits of coursework.
Checklist for Teacher Licensure Collaborative Application
- Hold a bachelor’s degree in an appropriate field from a regionally accredited
Institution.
- Have a minimum cumulative GPA of 2.75 and a GPA of 3.0 in major for
licensure area.
- Provide by March 1
- completed application form
- official transcript(s)
- letter of application
- a resumé
- two TLC recommendation forms
- evidence of successful completion of the Praxis I test and Praxis II
content test
- After initial review of credentials, and upon request, submit an application to WSU and pay application fee.
- Be available for May Term, Summer Sessions I and II, the
year-long practicum and fall and spring evening coursework.
