Summary of Licensure Requirements - The WSU Master's degree program meets Iowa licensure requirements for the principalship with the addition of EL655, Philosophical and Sociological Conditions of Educational Leadership. If you currently hold a Master's degree in another area, you must complete the basic leadership courses as listed in the M.S. degree program course requirements. For superintendent licensure, a Specialist degree or equivalent is required (see below). Typically, upon recommendation from WSU, you are granted a license. However you must complete the Evaluator Workshops (see below), provided by the Iowa district in which you are employed, within one year of the date of licensure.


Iowa Administrative Endorsements

169 --- Elementary principal

a. Authorization. The holder of this endorsement is authorized to serve as a principal of programs serving children from birth through grade six.

b. Program requirements.

  1. Degree--Master's
  2. Content: Completion of a sequence of courses and experiences which may have been a part of, or in addition to, the degree requirements.
    1. Knowledge of early childhood, elementary, and early adolescent level administration, supervision, and evaluation. EL622
    2. Knowledge and skill related to early childhood, elementary, and early adolescent level curriculum development. EL604
    3. Knowledge of child growth and development from birth through early adolescence and developmentally appropriate strategies and practices of early childhood, elementary, and early adolescence, to include an observation practicum. EL622
    4. Knowledge of family support systems, factors which place families at risk, child care issues, and home-school-community relationships and interactions designed to promote parent education, family involvement, and interagency collaboration. EL622, EL635
    5. Knowledge of school law and legislative and public policy issues affecting children and families. EL610
    6. Planned field experiences in early childhood and elementary or early adolescent school administration. EL780/781
    7. Evaluator approval component. (This component requires that you complete 10 days of workshop training: 4 days in a Data Driven workshop and 6 days in an Evaluator Approval workshop. You are required to complete the workshops within one year in order to hold your license.)
    8. Historical, social, philosophical, and psychological foundations related to early childhood, elementary and early adolescence. EL655
    9. Knowledge of family support systems, factors which place families at-risk, and child care issues. EL601
  3. Competencies: Completion of a sequence of courses and experiences which may have been a part of, or in addition to, the degree requirements. A school administrator is an educational leader who promotes the success of all students by accomplishing the following competencies.
    1. Facilitates the development, articulation, implementation, and stewardship of a vision of learning that is shared and supported by the school community. EL622
    2. Advocates, nurtures, and sustains a school culture and instructional program conducive to student learning and staff professional growth. EL622
    3. Ensures management of the organization, operations, and resources for a safe, efficient, and effective learning environment. EL627
    4. Collaborates with families and community members, responds to diverse community interests and needs, and mobilizes community resources. EL635
    5. Acts with integrity, fairness, and in an ethical manner. EL640
    6. Understands, responds to, and influences the larger political, social, economic, legal, and cultural context. EL635

c. Other:

  1. Have had three years of teaching experience at the early childhood through grade six level.
  2. Graduates from institutions in other states who are seeking initial Iowa licensure and the elementary principal’s endorsement must meet the requirements for the educational license in addition to the experience requirements.

170 --- Secondary principal .

a. Authorization. The holder of this endorsement is authorized to serve as a principal in grades seven through twelve.

b. Program requirements.

  1. Degree--master's.
  2. Content: Completion of a sequence of courses and experiences which may have been a part of, or in addition to, the degree requirements:
    1. Knowledge of early adolescent and secondary level administration, supervision, and evaluation. EL622
    2. Knowledge and skill related to early adolescent and secondary level curriculum development. EL604
    3. Knowledge of human growth and development from early adolescence through early adult development, to include an observation practicum. EL622
    4. Knowledge of family support systems, factors which place families at risk, child care issues, and home-school-community relationships and interactions designed to promote parent education, family involvement, and interagency collaboration. EL622, EL635

171 --- Superintendent .

a. Authorization. The holder of this endorsement is authorized to serve as a superintendent from the prekindergarten level through grade twelve. NOTE: This authorization does not permit general teaching, school service, or administration at any level except that level or area for which the holder is eligible or holds the specific endorsement(s).

b. Program requirements.

  1. Degree--specialist's--(or its equivalent: A master's degree plus at least thirty semester hours of planned graduate study in administration beyond the master's degree).
  2. Content: Completion of a sequence of courses and experiences which may have been part of, or in addition to, the degree requirements. This sequence is to be at least forty-five semester hours to include the following:
    1. General elementary level administration. EL622
    2. General early adolescent level administration. EL622
    3. General secondary level administration. EL622, EL627
    4. Elementary, early adolescent, and secondary school supervision. EL622
    5. Curriculum development. EL604, EL704
    6. School law. EL610
