Licensure Rules
All students seeking a position as principal
or superintendent in Minnesota must complete an approved
program of study that includes
the submission of a licensure
portfolio according to the following
licensure rule, Chapter 3512:
Subp. 3. K-12 principals and superintendents.
An applicant for licensure as a K-12 principal or superintendent must:
- complete a specialist or doctoral
program, or a program consisting of a master's degree plus 30 semester
credits in school administration. Each program must be approved by
the commissioner pursuant to part 3512.2500 and be offered at a regionally
accredited Minnesota graduate school; and
- have field experience of at least
320 hours (160 hours per semester) or eight weeks to be completed
within 12 continuous months in elementary or secondary schools as
an administrative aide to a licensed and practicing school principal,
or have placement with a licensed educational administrator appropriate
for the school superintendency and principalship.
- pass a licensure panel review of
your knowledge and understanding of 21 leadership competencies (principalship)
plus 8 additional competencies (superintendent).
Course
Requirements 
You can meet licensure requirements
as you complete the Ed.S. degree course work. It is required that
you apply for and be admitted into the Ed.S. degree. Such admission
provides you with an official program advisor. However, it is not
required that you complete the degree in order to be licensed --
