PI 34 Licensure Rules

The Winona State Unversity Department of Educational Leadership has been approved by the Wisconsin Department of Public Instruction to endorse licensure for K-12 Principal or Superindent for progams of study at the Master's degree + 30 or Specialist degree level.

 

A) If you hold a Master's Degree and wish to be licensed as a K-12 PRINCIPAL Licensure

a. Your degree does not have to be in educational leadership.

b. Complete a Specialist degree (Ed.S.) or equivalent (Master's + 30 Semester Credits).

Course requirements for principal Master's Plus program

c. Download the Initial Out-Of-State Administrator License application form by clicking on the link below.

d. Fill out and mail the cover page AND Institutional Endorsement page to the following address for a signature.

e. The signed form will be mailed back to you. Complete the remainder of the packet and mail to the Wisconsin DPI.

B) If you hold a Master's degree and wish to be licensed as a SUPERINTENDENT

a. Your Master's degree does not have to be in educational leadership. However, you must earn a Specialist degree (Ed.S.) or equivalent (Master's + 30 Semester Credits).

b. Download the Initial Out-Of-State Administrator License application form by clicking on the link below.

c. Fill out and mail the cover page AND Institutional Endorsement page to the following address for a signature.

d. The signed form will be mailed back to you. Complete the remainder of the packet and mail to the Wisconsin DPI.

C) PROVISIONAL LICENSURE - Request for licensure before completing an approved program of study requires that you have received an offer from a school district to be hired as a school administrator. DPI will issue a 1-year provisional license. You must complete within that year all program course requirements and apply for the initial 5-year license.

a) Download the application form by clicking on the link below.

b) Your school district (not you) must complete the form and request DPI to issue you a provisional license. Mail to:

c) Send Dr. Gray an e-mail (Lgray@winona.edu) requesting a letter be mailed to DPI Licensing confirming that you are enrolled in an approved program of study and will complete all course requirements by the end of the term of the license. Please provide the following information:

  • Number and title of courses remaining to be completed
  • Date you will complete the remaining courses or degree.

 

D) PI 34 LICENSURE RULES FOR OUT-OF-STATE UNIVERSITIES

BASIS OF LICENSURE

Wisconsin grants licensure based on verification that a state-approved, professional educator program (for teachers, administrators, pupil services personnel) was completed at a regionally accredited institution. The certifying officer of the college where the state-approved program was completed must certify the applicant for Wisconsin licensure by completed and signing/endorsing a Wisconsin PI-1612 Institutional Endorsement form which is a required part of the PI-1602-OS - "Out of State" application form.

Graduates of a professional educator program in a state (or U.S. territory) other than Wisconsin who have never held a Wisconsin educator license must submit an "out-of-state" application even if they currently reside in Wisconsin.

For Winona State University graduates, candidates must meet the Minnesota initial licensure rules by completing a Specialist degree or the equivalent of a Master's degree plus 30 semester credits.
