WSU Regulation Number 3-2
CREDIT WORKSHOP POLICY GUIDE
1. PURPOSE : This guide defines the policies and procedures for credit workshops, seminars, conferences, special offerings, tours, and other similar educational offerings (hereinafter referred to as workshops).
Workshops are designed to provide academic and professional experiences not appropriately given in regular classroom courses. They are more than condensed forms of regular class offerings.
To conduct workshops, the University employs individuals, both within and outside the university, of extensive reputation and expertise in their profession. The program should be stimulating enough to lead participants to enroll primarily for the professional experience afforded.
2. RESPONSIBILITY FOR THE PROGRAM . The college deans are responsible for workshops in their academic areas. The Dean of Academic Services is responsible for workshops conducted under the auspices of the Adult, Continuing Education and Extension Department (ACEED) with approval of the appropriate academic dean. Appropriate deans keep the vice presidents and other deans informed about the programs, consulting with them whenever necessary. ACEED will work with the academic deans to arrange the workshop if requested.
3. INITIATING WORKSHOPS . A department or faculty member wishing to offer a workshop should complete and submit for approval to the department chairperson and to the appropriate dean an "Intent to Program" form (copy attached) which indicates the name of the director, purpose and scope of the workshop, budget data, and other information justifying its inclusion in the university program. This form does not replace the course proposal form required for credit offerings. The form can be obtained from the Adult, Continuing Education and Extension Department. If ACEED is not requested to participate, the form should be returned to the department coordinator of the workshop after all signatures have been obtained. If ACEED is to participate, the form should be returned to their office after all signatures have been secured.
4. WORKSHOPS AND QUALITY CONTROL . In the case of in-service workshops that are intended to meet the needs of a particular clientele, the appropriate dean or his designee is responsible for authorization.
a. The dean ascertains that clientele to be served by the course(s) have been consulted. For example, in the case of curricula for particular educational or business groups, the dean or designee seeks viewpoints of practicing professionals, professional associations, employers, and citizens constituting or served by the group.
b. The following criteria apply in determining the credit value of any graduate or undergraduate workshop.
(1) A minimum of twelve (12) teacher - contact hours is required for each credit hour offered;
(2) A maximum of two (2) credits will be approved over one (1) calendar week of class time (five to seven days);
(3) A maximum of four (4) credits will be approved over two (2) calendar weeks of class time;
(4) Subject to the minimum requirements of "a" above, a maximum of one (1) credit may be approved for each two (2) days of class time with a maximum of two (2) credits for one (1) calendar week and four (4) credits over a two (2) calendar week period;
(5) Credit courses extending beyond a two (2) calendar week period carries the same number of contact hours as do courses offered during the regular academic year.
5. INCOME : Workshops should be self-supporting exclusive of tuition and must be approved by the appropriate dean. It is necessary to treat the income and expenses on an actual incurred accounting basis. All fees received for a given workshop are credited to that workshop. On occasion, certain workshops have been approved in conjunction with other agencies (e.g., State Department of Education) for reimbursement from these agencies. It is preferable to have received this income prior to the start of the workshop. However, the contract must be approved before obligations can be incurred.
6. EXPENSES :
a. Requisition - Obligations may be charged against an approved workshop budget for advertising, printing, and supplies prior to the start of the workshop. All expenses must first be approved by the coordinator. All purchases must conform to State regulations concerning expenditures of university funds.
b. Cancelled Workshops - If advance obligations have been incurred for a cancelled workshop, the cost for these obligations is charged to the appropriate departmental budget.
This WSU Regulation supersedes WSU Policy 2-2 dated March 15, 1982.
