FACULTY PROMOTIONS (IFO)

  1. PURPOSE: To establish the eligibility criteria and the administrative procedures to be used in the promotion of faculty.  Reference is to Article 25 of the current Agreement between the State University Board (SUB) and the Inter-Faculty Organization (IFO). This policy is applicable to members of the IFO bargaining unit.
  2. CRITERIA: Promotion shall be based on the principles of demonstrated consistent performance and high achievement. The criteria to be used shall include:
    1. Demonstrated ability to teach effectively or perform effectively in other current assignments,
    2. Scholarly or creative achievement, or research,
    3. Evidence of continuing preparation, study,
    4. Contribution to student growth and development,
    5. Service to the university and community.

      Additionally, length of service in rank and at the university may be a factor.

 

Normally, three (3) years at rank, with two evaluations conducted in accordance under Article 22, will be a prerequisite for consideration for promotion (see Article 22 and Article 25, current Agreement).

  1. PROCESSING INFORMATION:
    1. Promotion timelines will be noted in the "Personnel Deadlines" calendar distributed by the office of the Vice President for Academic Affairs to all faculty at the beginning of each academic year.
    2. A faculty member who wishes to apply for promotion initiates the process by sending an intent to apply memo to the dean by November 15. The faculty member sends the completed application including supporting documentation to the department, through the department chairperson/supervisor, by or before a date set by the department.
    3. The recommendations of the department members along with documentationis sent to the dean by January 30.  Unsigned recommendations, abstentions, and recommendations unsupported by comments on each of the criteria are not counted. In addition, unsigned recommendations will be discarded.
    4. The faculty member being considered for promotion shall be provided with a copy of the department recommendations and the dean's proposed recommendation to the Vice President and shall be given the opportunity to meet with the Dean. On request, the faculty member shall also be provided copies of the signed Individual Promotion Recommendation forms relative to his/her application for promotion. The faculty member may attach comments to the recommendations prior to their submission, with all documentation, to the Vice President.
    5. The faculty member being considered for promotion shall be provided with a copy of the Vice President's proposed recommendation to the President and shall be given the opportunity to meet with the Vice President. The VicePresident's recommendation, with all documentation, will be sent to the President by March 30.  A copy of the Vice President's recommendation shall also be sent to the faculty member. Upon receipt of the Vice President's recommendation, the faculty member may request an interview with the President before the President makes his/her final decision on the faculty member's request for promotion. The President's decision shall be conveyed to the faculty member in writing by May 10.
    6. A faculty member who is not promoted shall, upon his/her request, be given the opportunity to meet with
      the President or his/her designee to discuss the President's decision. The faculty member may request, and shall be furnished, written indication of the areas of deficiency and guidance concerning appropriate courses of action to overcome such deficiencies.
    7. All promotions take effect of the first duty day indicated in the individual's appointment letter for the subsequent year.
    8. Faculty members who are employed in a Vice President's area other thanAcademic Affairs follow a similar procedure.
  2. DISPOSITION OF PROMOTION MATERIALS

      3. Individual Promotion Recommendation Forms (WSU Form SL-30919)

This WSU Regulation supersedes WSU Regulation 3-13 dated January 4, 1989.
