WSU Regulation Number 4-1
STUDENT EMPLOYMENT
- PURPOSE: To establish a system to monitor Work-Study and Student Help Employment at Winona State University.
- FUNDING:
Work-Study funds are provided by Federal and State Grants and are allocated to students on the basis of financial need. Student Help funds are State-supported and are not allocated to students on the basis of financial need.
- ELIGIBILITY:
Undergraduate students must be registered for a minimum of six credit hours, and graduate students must be registered for a minimum of three credit hours during the academic terms of employment.
FICA tax may be withheld if a student is registered for less than 1/2 time. Departments will be responsible for the employer match portion of FICA for those students.
During the summer, preference will be shown to students enrolled for a minimum of three (3) credits, those receiving research stipends, and students employed during the previous academic year.
Fall term entering freshmen may work during the preceding summer if they have been officially admitted to the University and are pre-registered for the fall term.
Non-WSU degree seeking students must be enrolled for a minimum of three (3) credits during the summer session(s) and may work only during the period in which they are enrolled.
Students withdrawing from the University shall immediately become ineligible for student employment.
- GENERAL POLICIES:
Hours of Work: Students must not exceed forty (40) hours per week. International students generally are allowed to work a maximum of twenty (20) hours per week when classes are in session. Please direct questions to the International Student Office. Work-Study students are restricted to a maximum of earnings as per their financial aid awards. Rate of Pay: Students shall be paid the current WSU student hourly rate.
- EXCEPTIONS:
Exceptions to the pay rate may be made for those positions which require a high level of responsibility or a specialized skill (e.g., computer programming, security, student managers). An Overpay Authorization Form must be completed and signed by the student worker supervisor and the Director in charge of the budget.
- RECRUITMENT
Student Help Departments or Service Areas will post available jobs and recruit applicants based on the approved amount of their student help allocation.
Work-Study Help Departments/Service Areas should forward job descriptions for available work study jobs to the Financial Aid Office for posting. Eligible students should review the positions available and apply directly to the appropriate department/service area.
- APPOINTMENT:
Students applying for a Student Help job and the Departments/Service Areas hiring students should complete WSU form "Student Help Employee Work Authorization Form."
Students who have been awarded Work-Study should pick up their pre-printed Work-Study Student Authorization Forms from the Financial Aid Office and take them to the Department/Service Areas for completion.
Each new student employee must complete an I-9 Form (Employment Eligibility Verification) prior to beginning employment. The supervisor must review appropriate identification documents and sign the I-9 Form. Only one I-9 must be completed for each student worker regardless of the number of appointments (jobs) held.
Each student worker must complete a Form W-4 (Employee’s Withholding Allowance Certificate) prior to beginning employment.
Completed Student Help and Work-Study Authorization Forms, I-9 Forms, and W-4 information must be forwarded to the Student Payroll Office in order to place students on the payroll system. Students must be on the student payroll system prior to the submission of any timesheets.
- PAYROLL PROCEDURES:
Timesheets: A Bi-Weekly Student Payroll Schedule is published annually by the Student Payroll Office indicating payroll periods, timesheet due dates, and pay dates. Students should complete the appropriate color-coded timesheet: White for Student Help, Orange for State Work Study, and Green for Federal Work Study. Supervisors should verify and sign timesheets. Timesheets are due by 1:00 p.m. on alternate Tuesdays. Student Help timesheets should be submitted to the Student Payroll Office, and Work-Study timesheets should be submitted to the Financial Aid Office.
Paychecks: Paychecks can be picked up by the students in a designated area on the pay dates indicated on the Bi-Weekly Student Payroll Schedule (alternate Thursdays). Students must present a current student ID when picking up their paychecks. Students may submit a self-addressed, stamped envelope to the Student Payroll Office if they wish to have a paycheck mailed to them.
