RECLASSIFICATION OF CLASSIFIED POSITIONS

  1. PURPOSE: To describe the procedure to be used in requesting the reclassification of a classified position.
  2. DEFINITIONS:
    1. Reallocation: A reclassification that occurs as the result of significant change in the nature of a position over a period of time is termed a reallocation. A reallocation requires clear documentation that the added responsibilities were gradually assumed by the incumbent. When a reallocation occurs, if the incumbent is not on the eligible list for the new classification, he/she may be retained in the position by requesting appointment under M.S. 43.15 A, Subd. 5 and submitting a statement of satisfactory performance.
    2. Change in Allocation: A change in allocation is the result of planned management action, such as a change in the organizational structure of a work unit, or abrupt changes in the duties and responsibilities of the position, or assignment of duties to the incumbent in a manner that bypasses the selection process. When a change in allocation occurs, the position is considered "vacant," and the incumbent must qualify in order to remain in the position.
  3. PROCEDURE: If a supervisor believes that a position is not properly classified, he/she may request a review of the position. Before an audit can be conducted on a position, the supervisor must provide the following information to the Human Resources Office:
    1. A current position description that adequately reflects the levels of responsibility for the position.
    2. A memo indicating the reasons for the request, along with a description of the changes that have occurred.
    3. A description of how and when the changed/new responsibilities came to be performed by this position (e.g., were the new duties assigned as a result of a reorganization within the office or due to the unique knowledges, skills and abilities of the incumbent?).
  4. GENERAL:
    1. Employees may appeal reallocation decisions directly to the Commissioner of Employee Relations within 30 calendar days of the date of notice of classification determination. Such requests shall be in writing and shall include materials and exhibits to support the request for reconsideration.
    2. All positions that become vacant will be reviewed for proper classification level by the Director of Human Resources.

This WSU Regulation supersedes WSU Policy 4-5, dated October 11, 1982.
