Task Force on Public Expression and Dissent

Charge:

  1. Review the current status of institutional policies on freedom of expression, public demonstration and dissent and examine and articulate the underlying values and principles that shape those policies.
  2. Determine the relevant public policies at system, state, and Federal levels that regulate the expression of dissent on public property.
  3. Review the current use of space on both the downtown campus and west campus of WSU and recommend appropriate spaces where demonstrations, debates and public displays may take place.
  4. Examine the current state of policy and practice in cyberspace (e.g., FaceBook, MySpace, YouTube) and recommend a policy framework for determining what forms of expression in these environments might be considered public, if any.
  5. Review current WSU-Regulations and Student Conduct Policies and recommend additional policies that should be reviewed through appropriate channels to update any provisions that might be affected by the growing use of web-based social networks.
  6. Propose a revision of the old WSU Regulation 4-4 to define appropriate time, place and manner for demonstrations, protests or debates and appropriate guidelines for granting approval to conduct campus demonstrations.
  7. Propose guidelines for an appropriate campus response in the case of unauthorized demonstrations, protests or debates or in instances where such an event is conducted in such a way as to violate our core values and principles or regulations regarding these events.  For example, under what conditions can protesters or demonstrators be removed from campus and under what circumstances must the campus respect the rights of such individuals or groups to express their views?
