Note: "Residence halls" includes all residence buildings (East Lake Apartments, Lourdes, Maria, Prentiss-Lucas, The Quad, Sheehan, and Tau Center) except where designated. "Room" includes rooms, suites, and apartments except where noted. 

 

ALCOHOL


Possession and/or consumption of alcohol on state property is prohibited in accordance with Minnesota State College and University guidelines. Alcohol will be disposed of by the individual found in possession of the alcohol or by a staff member in the presence of the individual. Note: All individuals present in a room that contains alcohol may be found in violation of the alcohol policy regardless of participation.

 

ALCOHOL CONTAINERS


To ensure compliance with the alcohol policy at Winona State University, alcoholic beverage containers (both empty and full) are not allowed on campus. Examples include, but are not limited to: cans, bottles, kegs, party balls, crates, cases, and wine boxes. Display of such items is also not permitted. If you have questions on this policy, please talk to your hall director.

 

APPLIANCES


For the safety of all residents, we request that you utilize the kitchen facilities that are available in your residence hall when preparing food. Appliances with exposed heating elements (toasters, hot plates, toaster ovens, etc.), air conditioners, halogen lamps, and candle burners are not allowed in residence hall rooms. Small  refrigerators (up to 4.5 cubic feet), microwaves (700 watts or less) hot pots and coffee pots are allowed for students to use in their rooms, but must be plugged into a power strip with a surge protector. George Foreman grills may be used in residence hall kitchens only. East Lake residents are allowed to use appliances, but only in their kitchen.

 

BALCONIES, ROOFS AND LEDGES


Students and their guests are not allowed on balconies, roofs or ledges.  Students may not place any objects in these areas as well.

 

BICYCLES


If you bring a bicycle to campus, use the racks provided by the University and secure the bike with a chain and padlock. Do not attach your bicycle to railings or trees. Indoor bike storage is available only at Lourdes Hall. In case of theft, notify Campus Security at 457-5555.

 

CANDLES/INCENSE


Burning candles and incense in the residence halls is prohibited.  Candles in a room must have the wick cut off or not be burned.  For safety reasons, electric candle warmers are not allowed. Note: You are responsible for any fire alarms, damages, cleaning or painting charges associated with the misuse of candles or candle warmers. Candles in a room must have the wick cut or the wick must be in a condition where it is obviously not been used (ie. Not burnt).

 

CANVASSING


Political candidates may canvass in all of the residence halls between the hours of 5:00 PM and 8:00 PM. However, if a resident has a "No Canvassing" sign on their door, the candidate is expected to respect that individual’s request. All candidates are required to check-in at the front desk of the hall before they begin canvassing.

 

CHANGING LOCKS


Lock cores are automatically changed when a lost key is reported and all room occupants are given new keys. The person who lost their key will be assessed a $50.00 replacement fee.

 

CHECK-IN


When you move into your room, your RA/CA will ask you to complete a Room Check form. Be sure to survey the room and list any damages in your room before you complete your check-in. The information listed on the form is the basis for determining if you will be assessed damage charges at check-out. You should, therefore, make sure you are thorough in the completion of the form when you initially occupy your new room. It is YOUR responsibility to make sure the form is completed properly and that it lists all damages at check-in.

 

CHECK-OUT


Each student is responsible for the condition of his/her room upon check-out. The Residence Life staff will provide specific cleaning instructions. After all check-out procedures are completed, the resident must have their RA/CA inspect the room. If any damages occurred since the resident checked in the room, charges will be assessed. Failure to complete proper check-out procedures will result in an additional charge. Final charges will be determined by the Hall Director and additional charges may be assessed after you leave. Charges will be billed to your student account. Most damage costs are outlined in the student handbook.

If you move out of the residence hall during the year, you will need to fill out an Intent to Vacate form; this form is available in the Housing Office. All residents are required to follow proper check-out procedures for any room changes as well as at the end of the year.

 

CHEWING TOBACCO


 The use of chewing tobacco is limited to a resident's room. This is the only area designated for chewing tobacco and you are expected to use this product in a respectful fashion (i.e., cleanliness and proper disposal).

 

CIVILITY


Students will respect the dignity and value the worth of all persons.  Students will at no time physically, psychologically or sexually abuse any member of this community; or participate in or condone any form of bigotry, harassment, intimidation or threat, whether verbal, written, physical or psychological, direct or implied.  If you are disturbed by an inappropriate activity of another resident, you should address that resident in a non-threatening manner before involving your RA/CA.  Hostile or inappropriate language or gestures, words which penetrate and hurt, words which destroy relationships rather than sustain them, or physical aggression in any form are not a welcome part of our University or the residence hall community.

 

CLEARING ROOMS


Residence Life and Campus Security staff have the authority to clear a room and ask all guests to leave the building upon the discovery of any violation(s) of University or residence hall policy. Individuals asked to leave the building are not allowed to return for 72 hours.

 

COHABITATION


Cohabitation is not allowed in the residence halls.  Cohabitation is defined as an occurrence, which would prompt a reasonable person to believe a guest has a continual presence in the room or hall.  For example, anyone receiving mail, regular telephone calls, using the showers, maintaining clothing changes or keeping personal effects in a residence hall.  (See the "Guests" policy.)

 

COMMON AREAS


Common areas such as hallways, recreation rooms, lounges, restrooms, and kitchens are an integral part of community life.  Students need to help in keeping these areas clean and in good repair.  No one is allowed to sleep or dominate these areas since they are for the good of the whole community.  Lounge and common area furnishings may not be removed from their location.

 

COMPLIANCE WITH UNIVERSITY OFFICIALS


Failure to comply with directions of University officials or law enforcement officers acting in performance of their duties, willful refusal to identify oneself to these persons when requested, or false identification may result in disciplinary action. University officials include, but are not limited to Residence Hall Directors, Assistant Hall Directors, Resident assistants, Community Assistants, Security Guards, Student Food Service Managers, Parking Officers and all other personnel delegated supervisory responsibility by a University official.

 

CONDUCT PROCESS


Students who have knowledge of and/or witness a policy violation may be asked to appear at a conduct hearing, give their statement to the hearing officer or write a report.  As a member of the University community, students have the obligation to help uphold residence hall policy.  Students who are aware of residence hall policy violations may complete an incident report at any time.

 

DAMAGES


While living in the residence halls, you are financially responsible for the condition of your room, including doors and windows. Nails, duct tape, packing tape, tacks, staples and glue must not be used on walls, ceilings, floors, or doors. Charges will be assessed for any damage found in the room. If responsibility for damage to a room cannot be determined, roommates will be billed equally. Damages to a community area will be assessed to the responsible person(s). If the responsible person(s) cannot be identified, the charges may be assessed to the community members (which may include the entire floor or building). Damage costs are listed in the student handbook.

DECORATING


Hanging lights outside your room and wrapping your door is prohibited.  Obscene, offensive, or drug/alcohol-related materials posted on the outside of a resident's individual door/room will be removed at the discretion of the Hall Director.  See also "Fire & Safety Regulations".

 

DOOR LOCKING


While school is in session, outside entrances for the residence halls are locked at 11:00 PM each night and unlocked at 6:00 AM the following morning. The East Lake Apartments are always locked. For your protection and the protection of others, shut the door behind you and to not provide entrance to anyone when these doors are locked.

 

DRUGS


Possession and/or use of illegal drugs and/or paraphernalia (purchased or home-made) on state property is prohibited by Minnesota State Colleges and Universities guidelines as well as state and federal law. This also includes the use or sale of prescription drugs by anyone other than the person to whom they are prescribed.  Students who violate this policy will face immediate housing contract termination and eviction from the residence halls through the Residence Hall Conduct Process.

 

ESCORT


Escort policies have been implemented in the residence halls as a safety measure for all residents. Their purpose is to ensure that visitors have a legitimate reason to be in the building or section during times of restricted access. Upon entrance to a residence hall between the hours of 11:00 PM and 4:00 AM residents are required to produce a picture ID to verify residency. During this time period, all non-residents of the building (guests) must be signed in and escorted by their host. Note that escort policies may vary slightly from hall to hall, because of the logistics unique to each complex.

 

FIRE ALARMS


In order to protect and possibly save your life, and the lives of others, you must assume that there is a fire when the alarm sounds. All students must evacuate the building when a fire alarm is sounded. Failure to evacuate during an alarm will subject the student to University disciplinary action and/or civil action. Students should leave their rooms prepared to go outside and should not until return instructed by University or emergency personnel.

 

FIRE EQUIPMENT-MISUSE


The fire alarms, smoke detectors, sprinkler equipment, exit signs, and fire fighting equipment installed in the halls and your room are for your safety. Tampering with them hinders their efficiency and endangers the safety of all residents. All cases of tampering are investigated, and those found responsible may face immediate termination of Housing contract, suspension from Winona State University , and criminal charges subject to a maximum penalty of $700.00 and a 90-day jail term.

 

FIRE SAFETY REGULATIONS


Fire safety regulations have been established for your safety.  These regulations include, but are not limited to, the following list.

  1. Candles are not to be burned within the residence halls.
  2. Appliances with exposed heating elements are prohibited.
  3. Smoke detectors must not be tampered with in any way.
  4. Combustible materials (including holiday trees) may not be stored in the residence halls.
  5. Access to windows or doorways may not be obstructed; a minimum of 36 inches must be allowed for egress.
  6. Items may not be hung from, or attached to, sprinkler pipes.
  7. Items posted on room doors may cover no more than 15% of the door.
  8. Extension Cords cannot be used without surge protectors and can only be used in a manner that matches fire code regulations (not crossing walkways, not overloading circuits, etc.

 

GUESTS


Guests are welcome to visit at your invitation with the permission of your roommate(s). However, you are personally and financially responsible for the actions and behaviors of your guest(s). This includes both residents and non-residents of campus housing. It is your responsibility to inform your guest(s) of the policies and procedures of the residence halls. Guests who exhibit inappropriate behavior may be required to leave the residence halls. Residents are allowed to host overnight guests with the permission of their roommate(s), however, the length of stay must be no more than three consecutive nights. This limitation is designed to prevent abuse of roommate rights and the residence hall contract. Residents found violating the spirit of this policy may be subject to disciplinary action. Students whose housing contracts have been terminated may not be guests in the residence halls.

 

HALLWAYS


Residence hall corridors are designed as passageways and not intended for recreational activities. Frisbee, golf, throwing balls, and other games played in hallways may be harmful to residents or to the condition of the building. The use of radios, tape players, roller blades, bikes, and scooters, etc. are not allowed in the hallways. Residents are not permitted to block the corridor with items such as bicycles, trash, or boxes.

 

HARASSMENT


The harassment of residents or their guests is prohibited. Harassment is defined as any unwanted, deliberate, or repeated unsolicited comments, gestures, graphic materials, physical contact or solicitation of favors. Offensive material may not be displayed in the public domain and may be subject to removal within the room as well in certain circumstances.

 

HEALTH &  SAFETY


Residents are expected not to engage in or condone behavior that could cause harm to themselves or others. This includes, but is not limited to, attempting to hurt or harm others or oneself, permitting access to a residence hall by a non-resident who is not their guest, propping doors, disabling locking mechanisms, exiting buildings from alarmed doors, or disabling any other safety mechanism in place in the residence halls. In addition, residents should keep their room door closed and locked when they are not in their room. Please Report any suspicious person or condition to your front desk or campus security immediately.

 

IDENTIFICATION


Each student is provided with an identification card at Winona State University . This card is for official University identification purposes and must be shown to university personnel upon request. The identification card is also used for gaining entrance into the dining halls as well as checking out materials from the library or equipment from residence hall front desks.

 

KEYS


In the event that you lose your key, please go to your hall's front desk.

 

LOCK OUTS


If you are locked out of your room, report to your front desk or community assistant (in East Lake ). You will be required to provide proof of your identity. Once your identity has been verified, you will be assessed a fee and granted access to your room.

 

LOFTS


If you wish to have a loft in your room, we encourage you to rent one through our chapter of NRHH and BEDLOFT.  If you wish to build a loft in your room, specific regulations must be followed. The purpose of these guidelines is to give you flexibility in designing your room, while insuring the protection and safety of residents and the building. Any loft or bunk construction that does not comply with the following guidelines is unauthorized.

  1. Lofts and bunks must be located and constructed in such a way that they do not interfere with or obstruct access to windows, plumb-in, heating units or controls, telephone and the entrance of the room.
  2. Lofts are to be free-standing. Bolts, nails, etc., are not to be sunken into walls, ceiling, or floor to support the structure. No bunks or lofts are to be wedged against the ceiling, walls, or desks in any manner.
  3. Attached room fixtures (light fixtures, electrical outlet, desks, closets, and heating units) may not be removed, altered, or relocated, due to the loft or bunk construction.
  4. All raised floors and false or suspended ceilings are prohibited.
  5. All university furniture, bed parts, etc. must remain within the room even after completion of loft/bunk construction. No University storage space is available for these items.
  6. Fire codes require that a minimum of 24 inches of space be left vacant between the top surface of the mattress and the ceiling. The bunk or loft can be no higher than six feet from the floor to the top surface of the mattress.
  7. The loft shall use proper construction techniques and material to ensure that it is safe for use. Treating the building material with a fire resistant stain or lacquer is highly recommended. No tree limbs, branches, or logs are allowed in the construction of the bunks or lofts.
  8. Once the construction has been completed an RA will inspect the loft and provide a loft agreement. No loft or bunk construction may be completed without this agreement being signed by all the occupants of the room and resident assistant.
  9. The University reserves the right to order the residents to dismantle or alter the loft if it does not comply with the stipulations of the agreement.
  10. The residents of the room assume full responsibility for any damages caused by the loft/bunk construction. Furthermore, the University assumes no responsibility or liability for any injuries to occupants of the room or their guests, as a result of the bunk or loft construction.

 

LOST & FOUND


Please refer to the front desk of your residence hall for all lost and found items.

 

MAILBOX GUIDELINES


Flyers will not be placed in the mailboxes unless they are addressed to the current resident and sent through the U.S. Postal Service, or if they are addressed to the student, through the WSU Housing Office.

 

MAIL SERVICE


Mailboxes are located in the lobby of each residence hall.  You will need to show your Warrior ID and package slip(s) when you pick up packages.  C.O.D. (Cash On Delivery) packages will not be accepted.  Federal law prohibits anyone other than the resident owner from removing mail from a mailbox.  Please do not ask Desk Assistants to retrieve mail from your box.  Once your contract has ended, your mail will be delivered to the provided forwarding address for 30 days.

 

MISTREATMENT OF STAFF


Residence hall staff, as university officials, are charged with ensuring compliance with all university policies as well as state and federal laws and are bound by their employment contract to deal with violations. Students may not interfere with, mistreat, or otherwise undermine a staff members responsibility or authority. The harassment of University staff, particularly Resident Assistants, Community Assistants and Campus Security, either face-to-face, over the phone, or in any other manner, will not be tolerated. Student/residents exhibiting such behavior can expect strong consequences, including the possibility of immediate termination of their Housing Contract.

 

PAINTING OF ROOMS


You CANNOT paint your room.

 

PETS


Fish, and ONLY fish, kept in an aquarium no larger than 10 gallons are allowed in your residence hall room.

 

POSTING


You may be eligible to have posters or signs posted within the residence halls only after receiving approval from the designated staff member in each complex. The materials you wish to have posted should be brought to the hall desk for approval. All unapproved signs will be taken down. Posting of obscene, offensive, or alcohol related materials on the outside of a resident’s individual door/room will also be removed.

 

PROPERTY LOSS


The University does not accept liability for the damage or theft of personal property, or for the loss of money. Please be sure that you lock your room door. In the event that property is lost or stolen notify Campus Security at 457-5555 immediately.

 

QUIET HOURS


The realities of community living dictate that individuals respect community needs for the moderation of noise. Residents are expected to exercise good judgement and consideration in maintaining a living environment conducive to the achievement of the educational mission of the University. This includes accepting responsibility for one’s behavior at all times and respecting the rights of other individuals. All residents have the right to study and sleep in their room, at any time, without unnecessary interruption. Residents are not permitted to make noise that disturbs others or exhibit disorderly conduct within the residential facilities or on University grounds.

Official quiet hours begin at 11:00 PM every evening and end at 7:00 AM the following morning. Courtesy Hours are in effect 24 hours a day. All residents are expected to confront any noise problems that are of concern to them, or respond politely if asked to be quiet. If assistance is needed, a resident may call upon an RA/CA or Campus Security.

Final Exam extended Quiet Hours begin the weekend before the final exam period. Quiet hour violations during this period will result in more severe sanctions. See postings within your residence hall for details about extended quiet hours.

 

RECYCLING


There are recycling options available in each building. See your RA/CA for details. Items for recycling include: aluminum, tin, plastic, newspaper as well as green, brown and clear glass.

 

RENTERS LIABILITY INSURANCE


Students wishing to protect themselves from the possibility of loss should cover their belongings with the appropriate insurance. Policies may be obtained in relatively small amounts and are a wise precaution. In some cases, students may find that they are covered under the terms of an existing home-owners policy carried by their parents. The university does not assume any liability for the loss, damage, or theft of any personal property; or damage resulting from explosion, fire, mechanical failure of water, steam or gas lines, or from any defective wiring, or the negligence of any other occupants of the building.

 

RESPECT & CARING FOR THE COMMUNITY


Residents are expected to respect and care for their personal property, as well as the property belonging to other community members and the university. Residents will at no time damage or condone the damages committed by others. Residents will promote a clean and safe living environment in their individual room/apartment, bathrooms, and all other common areas (including grounds).

 

ROOM CHANGES


Although requests may be accepted at anytime, room changes are not made during the first two full weeks of the semester. A request for room change does not guarantee approval. Approval from your hall director is necessary for room changes. If you move without approval from the hall director, you will be required to move back to your original assignment and may receive disciplinary sanctions.

 

ROOM ENTRY


The University respects the student's right to freedom from illegal or unreasonable searches and invasions of privacy. However, the University reserves the right to enter into the living quarters of a student. Residence hall staff members have the authority and responsibility to enter student’s rooms under the following guidelines:

  1. By authorized University personnel with 24 hours advanced notice to ensure that health, fire and safety regulations are maintained;
  2. By authorized University personnel with 24 hours advance notice to make improvements and repairs and to provide routine maintenance services;
  3. By authorized University personnel without notice if you request repair or maintenance work to be done in your living unit, whether or not you are home;
  4. By authorized personnel without notice, in emergency situations to protect the health and welfare of the student or to make emergency repairs to prevent damages to the property of the student and the University;
  5. By authorized University officials without notice when there is reasonable cause to believe that there is/has been a violation of University regulations or federal, state, local laws or ordinances;
  6. By law enforcement officers in the performance of statutory duties and in accordance with legally defined procedures governing search and seizure;
  7. By authorized University officials without notice for check-in/check-out, for safety checks at semester/holiday breaks, to investigate an activated alarm, to retrieve University property, and for work orders submitted prior to occupancy;
  8. By authorized Housing, Maintenance, and/or Facilities Management personnel where a major remodeling project is taking place (e.g. replacing shower walls). The residents involved will be notified of any such projects.

In all instances, such entry shall be made only for the purposes set forth above. Observed alleged contraband will be confiscated and/or alleged violation of University policies will be referred to the residence Hall Director for follow-up action. Note: Rooms will not be opened for anyone other than the official occupant.

 

SMOKING


Smoking is prohibited inside all residential facilities. Smoking outside should take place 25 feet from doorways, open windows, covered walkways, and ventilation systems to prevent smoke from entering enclosed buildings and facilities. You must dispose of butts in the proper disposal containers. Any violation of this smoke-free policy will be addressed through the established judicial procedures.

 

SNOW REMOVAL


Parking services will provide warning at least 24 hours in advance when there is a need for snow removal in lots. Signs will be posted at the entrance of the lots and exterior doors of each hall. If possible an e-mail will be sent out to residents.

 

SOLICITATION


Solicitation is prohibited in the residence halls without prior approval by IRHC. Examples of solicitation include but are not limited to:

  1. Advertising or selling products/ services;
  2. Obtaining contributions for any cause;
  3. Polling residents regarding any matter;
  4. Encouraging residents to affiliate with any group or organization;
  5. Distributing samples.

Students are not allowed to use their residence hall rooms for commercial purposes.

 

STAFF MEMBER ON DUTY


While school is in session, RA/CAs are on duty in each complex from 7:00 PM to 7:00 AM. The front desk (except in East Lake ) will be staffed until 11:00 PM by an RA and by Campus Security from 11:00 PM to 4:00 AM. If you require assistance between 4:00 AM and 7:00 AM, please contact Campus Security at 457-5555.

 

STEREOS & OTHER AMPLIFIED EQUIPMENT


Stereos, radios, televisions, and other amplified instruments should be played at a volume/bass level that cannot be heard outside the resident’s living unit. Speakers may not be placed in, or face out of, windows. The use of amplified sound equipment or musical instruments may be restricted if volume/bass levels become problematic. These restrictions may include the mandatory use of headphones or limitations regarding permitted hours of use. Violations of this policy may result in the required removal of the equipment from the residence halls, impoundment, and other disciplinary sanctions.

 

TRASH


Residents are responsible for the proper disposal of their trash in the compactors and dumpsters located outside of each complex (near the recycling bins). In East Lake , trash chutes are located on floors 2-4. Room trash is not allowed in common areas.

 

UNIVERSITY PROPERTY


University property may not be removed from the residence halls, from common areas, nor moved from room to room. If University property is removed, the resident will be assessed for any loss or damage and face disciplinary action for theft. All University property that is in your room must remain in your room for the entire year.

 

VISITATION


Residents are allowed to have guests at any time with the permission of their roommate(s). Guests arriving between 11:00 PM and 4:00 AM are to be registered at the security check-in and must be escorted by their host during these hours. Campus Security is responsible for monitoring those who enter the residence halls and will require a photo ID to check-in all visitors and their hosts.

 

WEAPONS & EXPLOSIVES


Possession, use, or display of weapons are inappropriate in an academic community for any reason other than by a law enforcement official in performance of their duties. The possession of any type of firearm, dangerous weapon, or explosive is strictly prohibited in conformance with Minnesota State College and University Board Policy, 5.21 “Possession or Carrying of Firearms.” Examples include, but are not limited to, air guns, slingshots, rifles, shotguns, handguns, ammunition, bows, paintball guns, knives, fire crackers, bottle rockets, and any other material which may create a health hazard or inflict bodily injury.

 

WINDOWS


Windows are not to be used as an entry or exit. Screens are not to be removed except in cases of extreme emergency. Discarding trash or items of any type is not permitted from windows.
