Governor Salary Savings Leave (GSSL)
Under Governor Salary Savings Leave (GSSL), appointing authorities have the discretion to allow employees to take an unpaid leave of absence to help alleviate existing or projected budget deficits. All bargaining units are eligible to participate in GSSL; AFSCME, MAPE, MMA, MNA, MSUAASF, Commissioner’s Plan and Managerial Plan in accordance with their respective bargaining unit contract and IFO and Administrators under the state statute.
Beginning Friday, March 6 through the end of the fiscal year, WSU will make GSSL available as an option to help lessen our projected budget deficit. Supervisors are encouraged to consider the use of GSSL where feasible within their departments. The conversion of the ISRS system to Oracle on March 6 and resulting down time for specific departments is a good example of where GSSL may work well for some employees.
In considering GSSL,please remember the following:
• It is completely voluntary; employees cannot be required to use it
• Granting of leave is always at the discretion of the supervisor
• Leave may be granted in full day increments
• Requests always require advance approval and are not retroactive
• Requests are to be made according to departmental policies or procedures in place for the submission of leave requests
• It is not applicable in situations that contractually require sick leave to be utilized, per the applicable bargaining unit contract
Reporting time under GSSL:
• Classified employees must complete their timecard using the label “GSSL” next to the hours reported. In the top section of the timecard this should be recorded in the blank row. In the Leave Requested section, please indicate “GSSL” under type.
• Unclassified employees must complete an Unclassified GSSL Request Form and submit it for supervisor approval. Supervisors must approve and submit the form to the HR office 10 business days prior to the leave.
