The administration acknowledged receiving the above course approvals, information and notifications.

  

2.            Committee Appointment

 Faculty Senate notified the administration of the following committee appointment approval:

Kerry Williams - All-University Space Utilization Committee

 3.         AIS Group Proposal

 The administration was informed that the Faculty Senate endorsed their proposal, made at Meet and Confer 10/28, to form a group to explore issues related to the future definition/redefinition of the AIS Department and associated programs.  Senate suggested the group be consisted of the deans of the two colleges, three reps from each of the two departments (chosen by the department faculty, with the understanding that they are to be IFO members), and two reps from the Senate Exec Committee.  David Bratt will be one rep and Darrell Downs will be the other faculty rep.  The first meeting of the AIS group is next Tuesday, November 26th.

Question to the administration:  Who will call the first meeting?

 Administration Responses:

2.         The group will be making recommendations regarding the future of AIS.

 

4.         WSU Case Group Proposal

 The administration was informed that the Faculty Senate directed Committee on Committees to solicit up to 6 faculty to work with University Advancement staff to edit/revise the case for the capital fund drive. Senate will vote on Committee on Committees recommendations electronically in order that the group may begin meeting soon.  The discussion of this group will exclude the issue of the term “Public Service University”.

 

Administration Responses:

1.         Long Range Planning committee has already started to discuss the term “Public Service University”.

 

 

5.         Copier Back-Up Plan

 The administration was informed that the Faculty Senate directed its reps to bring to Meet and Confer the question of whether a back-up plan has been devised to deal with the copier problem.

 

1.         During regular university hours, calls should be made to either Help Desk or IKON.

2.         After hours, faculty/staff should call security.  Security supervisors (and perhaps others), who will have basic over-ride authorities, will come to the aid of non-working copiers, fill out a form and reset the copier to run in manual mode.  Depending on the need of the user, security can be called back or stay till copying is finished.

 

This back-up plan will be discussed at Faculty Senate and the administration welcomes input.

  

6.            National Center for Prevention of Child Abuse Presentation

 D. Bratt (as requested by Faculty Senate) asked the administration regarding the status of the tentative early November presentation on the National Center for Prevention of Child Abuse.

 

Administration Responses:

1.         Victor Vieth presented to a smallish (~25 faculty) group of people a few weeks ago.

2.         Mr. Vieth will be present at the December 2nd Senate meeting at 3:30 p.m.

  

7.            Seniority Roster Question

 The administration was asked whether there is significance to the sometimes-alphabetical-sometimes-not ordering of names on the Seniority Roster.

 

Administration Responses:

1.         Will look into this issue and return with responses.           

  

8.            Parking

 Faculty reps requested stricter enforcement of parking regulations, particularly in Gold lots in the late afternoon, as well as extended hours of applicability (e.g. late afternoon and evening classes).  Presently the hours for Gold lots are 7 a.m. to 5 p.m.

 

Administration Responses:

1.         Will be checking on number of Gold lot users that need after hours parking.  Depending on the number, the Parking office can assign extended hours to an appropriate number of Gold spaces.

2.         Parking hours will also be checked/enforced more often.

 

9.            Plastics, Newspapers, Televisions

 Faculty reps requested the administration to give more attention to recycling, more availability of a variety of state and national newspapers on campus, and the addition of news channels to the menu served up on Kryzsko's televisions.

 Administration Responses:

1.         Will look into the recycling issue.

2.          Will look into state and national newspapers availability.

3.             Different TV sets have different contracts.  Some do not carry a contract and could be changed.  Note that some contracted TV sets carry different themes/formats at different hours of the day.

 

  10.    Social Event Invitation

 D. Bratt invited members of the WSU administration to attend a social event, sponsored by the Faculty
             Association, at Westfield Golf Club, Wednesday, 11/13, 4:30-6:30 p.m.

 The administration accepted the invitation.

  

11.      COMTEC (IFO Addition)

Even though the administration deemed the COMTEC position as an MSUASSF position, senators pointed out that mainly faculty have occupied the position.  Also, several senators believed the blurring of IFO and MSUASSF lines by simply-subjectively assigning 51% toward MSUASSF duties  (with 49% of faculty duties of 2 teaching load with additional duties assigned in the orther four IFO criteria) is setting a dangerous precedent, a precdent that even the SUFASSF unit is objecting to..

 Faculty Reps related the concern that the NOV has been changed (compared to the job description) and it looked almost like a faculty position.   One should be very careful with the blurring of MSUAASF and IFO duty lines.  

HR and the administration will be exploring the COMTEC job description and making sure that it matches with the NOV.

          B. Ng/B. Svingen moved to inform at the next Meet and Confer that the IFO would be requesting a unit determination of the COMTEC

          position at the state-level.

12.         Final Exam Policy (IFO Addition)

 The administration will bring their reply to the next Meet and Confer.

  

 

13.         Phone numbers and e-mail addresses (Administration Addition)

 All phone numbers and e-mail addresses are considered to be in the public domain.

  

14.         USP Director (Administration Addition)

 The administration provided the Faculty exec’s with a description of the job responsibilities and qualifications.  Would appreciate distribution.  The application deadline was changed to Dec. 15, 2002.

  

15.         Ben Miller Memorial Service (Administration Addition)

 Ben Miller just passed away.   A memorial service will be held (may be by Monday) on the WSU campus.   The parking lot by Memorial could be closed for the service.

  

16.         Tau Center Bid (Administration Addition)

 WSU will be making a bid for the Tau Center on Thursday.  There might be another (informal) bidder.

 

17.             Gateway Center (Administration Addition)

 A pre-design is being done on a   “Gateway Center”  on Main Street.  The Bookstore could move into this new center, which will
  also have  internal parking ramps.  Three dorms on Huff would later be demolished, to provide additonal space for growth.

 

 18.         Budget (Administration Addition)

 Enrollment decisions could be affected severely with the new elected Legislature.  All WSU constituency groups will be called together to discuss how WSU can handle the upcoming budget problems.  A task force (similar to one in the past) will be composed with many students, since it might affect/involve them the most.   All financial aspects will be discussed and core principles will be reviewed/determined.   This will be done soon after the November forecast, a forecast that could bring about a $4Billion deficit.  This deficit will greatly affect WSU and higher education.  WSU is presently budgeted at 7000 students, with actual enrollments at 7500 students,   which provides a cushion.   The task force will be studying the size and budget issues very carefully.  Dennis Jones (an external expert on enrollment and budget) will be hired by WSU to help study the upcoming budget issue.
