Faculty Senate received the following report from re-elected A2C2 chair Charla Miertschin (of course) and US subcommittee appointments and curricular notifications not needing Senate approval.

The administration received the above information.

2. Final exam policy

Senate approved a motion proposing that, in the catalog, on WSU web pages (e.g., the Registrar's), and elsewhere, references to final exams be stricken. (The motion was not intended to affect the publication of the Final Exam Schedule on the web. It was suggested that this schedule be prefaced by something like "If there is a final exam in a course, it will be scheduled at the following time. . . .")

Responses/Comments by the administration:

1. The administration presented a proposed statement in the spirit of the Senate sentiment.

2. The administration would like comments from Senate.

 

3. First-year probationary PDP deadlines

Senate approved a motion to propose a modification of the PDP deadline for probationary faculty in their first year (Academic Deadline Calendar p.3): Oct 15 for submission to department; two weeks later for submission to

Dean; two weeks later for dean's written response.

The administration will approve Senate suggestions and set in the Calendar before mass sending to faculty.

 

4. Professional Quality Improvement (Teaching Load) Task Force Report

Senate received the report of the PQI (Teaching Load) Task Force. After considerable discussion, the report was referred to the Personnel Policies and Grievances Committee for answers to contractual questions.

The administration received the progress.

 

5. University Studies Program Director search committee

Senate directed Committee on Committees to solicit five faculty (one per college) to serve with one member of the administration on a search committee to conduct an internal search for USP Director.

The administration will be looking forward to the start of this search, which could be within a month.

 

6. Admission standards

Senate endorsed the new admission standards as described by the Director of Admissions (who alerted senators to the new wrinkle of two notification dates for students whose admission had been deferred).

The administration gave thanks to the Committee for their work in putting together the proposal.

 

7. Grant-related documents (Grant Transmittal Form, Reg. 3-27, Reg. 3-28)

Senate approved the revisions of the Transmittal Form for Grants and Regs. 3-27 and 3-28 as presented by the Grants Director. (who noted that the phrase "tentative addendum" on 3-27 would be deleted).

The discussion suggested that faculty and administration might consider whether the Conflict Review Committee described in 3-28 should be standing or ad hoc.

The administration believes that the Conflict Review Committee could start ad hoc'ishly (since there should be time available between someone submitting a proposal and the time the proposal is/if funded).

 

8. Blue card deadline date announcement

Senate discussed the effects of the recent email notification that the last day to add classes by blue card had passed. Directed the Meet and Confer reps to request that faculty (and students?) be notified in advance if, in the future, policies are going to be enforced more vigorously/punctually than they have been in the past.

Administration Responses:

1. Some classes (i.e. auditions) might not be added until past the Blue card date.

2. The (temp) Registrar sent out the Blue card deadline document to make sure all students, faculty and staff know the deadline. Unfortunately, it was only a (late) notification and shouldn't have been interpreted as a change in policy.

3. About 40 sign-ups were allowed/processed after the Blue card date.

9. Library administration

After considerable discussion, Senate passed a motion to "strongly object to, and request reconsideration of," the proposal to remove the "Interim" from the title of the Associate VP for Academic Affairs and Interim Dean of the Library.

D. Bratt prefaced the following discussion with the comment that the Librarians whom he talked to all said that there is no job performance issue with the present Interim Dean of Library.

The following came up during Senate discussions:

(A) It is bad precedent to combine/collapse a variety of administrative duties and assign them to a single individual who (because of the breadth of the responsibilities) is not (cannot be?) academically qualified in all the areas.

Adm. Responses:

1. Will take all Senate comments under advisement.

2. Most combined duties are due to economic issues/constraints.

(B) Particularly in lean times, an administrator who is expected to be an advocate to the Vice President or President for two distinct academic areas (e.g., library and Rochester) cannot effectively advocate for both - one of the two will be relegated to second place in the advocate's presentations, and neither one deserves to be. Both need vigorous advocacy.

Adm. Responses:

1. Is there also a conflict with VP Winbush's dual duties?

(C) There may be accreditation issues in having the library (or any other academic unit) administered by someone whose academic expertise is elsewhere.

Adm. Responses:

1. Accreditation issues aside, there could be administrators with qualifications for both.

(D) The librarians might like to a MLS Dean of Library in the future.

Adm. Responses:

1. None

Two other concerns focused on what the appointment would look like to various people or groups - what signals it would send:

(A) Some years ago, Rochester (faculty and perhaps others in the community as well) felt shortchanged when the lead administrator was a Director; assigning its oversight to an Associate Vice President was (marginally) OK? Although a Provost would have been better, from their point of view; diverting some of the Associate VP's energy to the library might have been OK on a short-term, interim basis?...but not permanently. The proposal tells Rochester it is unimportant.

Adm. Responses:

1. Will take comments under advisement.

(B) To some, the proposal will stand as an instance of women in the administration being disproportionately overloaded with work.

Adm. Responses:

1. Other non-female administrators are also over-stacked with more than one job. What are the thoughts of faculty on those situations?

2. The administration appreciated the caring attitude displayed by faculty toward the (over) workload of administrators.

3. One administrator felt that the issue of "only female administrators being overworked" brought to Meet and Confer is offensive and inappropriate and that it is not appreciated by this particular administrator. Staffing has been and will always be an issue. Perhaps female administrators could speak for themselves if they feel their workloads are excessive!

10. WSU Case (Administration addition)

The administration presented a draft (dated 9/26/02) on Winona State University: A Legacy of Learners and Leaders. The Case for WSU for a Capital Campaign. WSU has almost completed a study by an external firm along with a focus group. The list of Capital Campaign items could change significantly upon conclusion of the study. A list of "Major Gifts Effort" demonstrating how different gift types are expected for certain gift size and cumulative totals were included. The list and the study could have some donors already identified.

11. Search Authorization (IFO addition)

D. Bratt queried the administration when searches have been authorized. The administration stated that probationary searches have been authorized last week. Fixed term search authorizations could be started if there are confirmed notifications of retirements, of sabbatical leaves, and of additional teaching needs. These search authorizations could come in several batches throughout the year.

Further, D. Bratt queried the administration regarding retirement notification deadlines. The administration stated that due to different retirement options, there might be different limitations placed by the IFO contract. Special cases not covered by the contract can be pursued via MOA's. All cases will be handled individually.

 

12. AA Degrees with Emphasis (Administration addition)

Chancellor McCormick requested that the administration bring to the attention of faculty the "AA Degrees with Emphasis" issue/survey. VP Richardson brought the MnSCU document to Faculty Exec's for consultation with Faculty Senate.
