Faculty Senate received the following report from A2C2 and subcommittee appointments and curricular notifications not needing Senate approval.
I. Subcommittee Members

B. The following was approved by A2C2: Colleges with a small number of departments have the option to name two alternates to A2C2. [This will facilitate better representation by small colleges on the Course and Program Proposal Subcommittee.]

Item I.B. was replaced by Senate: Authorized departments to name two alternates to A2C2 (in an attempt to make it easier for colleges composed of small numbers of departments to find faculty willing to serve as their college's representative on the Course/Program Subcommittee).
The administration received the above information.
2. Final Exam Policy
Faculty Senate endorsed in amended form the administration's draft Exam Policy: The amendment accepted the first of the three substitute sentences but deleted the second and third. The accepted amendment reads:
Substitute "Every course taught at WSU requires a final examination." with "Because the semester extends through the final exam week, classes are expected to meet as designated in the final exam schedule."
The administration will take the Senate recommendation under advisement and might return at the next Meet and Confer with a counter proposal.
3. Gender Equity
A date at the end of the month has been explored for settling a Gender Equity lawsuit.
Faculty Senate passed a motion encouraging the WSU administration to support a negotiated settlement of the gender equity lawsuit and to encourage the CO to do the same.
The administration provided a copy of a summary judgment and their presentation on the case.
4. AA Degrees with Emphasis (information)
Faculty Senate instructed the FA President to send department chairs a copy of the 'AA-with-emphases' questionnaire, with a cover letter.
The administration received this information.

The administration acknowledged the IFO appointments.
6. Committee Solicitations (information)
Faculty Senate, at the request of the Global Studies Council, instructed Committee on Committees to solicit an additional member to the Council.
The administration received this committee solicitation recommendation.
The administration also noted that three faculty members (last week) were interested in serving on the E-Learning Advisory Committee. D. Bratt has already noted this last week and has forwarded the information to Joe Mount, chair of Committee on Committees.
7. AIS Department (administration addition)
The administration informed WSUFA exec's that the administration is considering moving the AIS Department from the College of Business to the College of Education. They prefer that an agreement be made before March 1 and the agreement (MOA) be written before that date. Also, a MOA needs to be written for chairperson designation for the AIS department.
Letters (from Dean Gorman to VP Richardson and from VP Richardson to President Krueger) justifying the AIS relocation were provided as documentation.
WSUFA exec Comments:
1. Have the faculty in the Colleges of Business and Education been informed?
Adm. Response: No. [AIS faculty have been shown the two letters.]
2. What would happen to seniority and department assignment of present AIS faculty?
Adm. Response: AIS faculty could fit in a specialty area in Education.
8. Policies (administration addition)
The administration is in the process of revising all university policies, in particular general changes dealing with changes in dates/names/semesters/etc. This is a massive undertaking. [e.g. The administration have been color-coding three different piles, one pile for (untouched) old reg's that required changes, one pile for those old reg's written/highlighted with the required new language/changes, and one pile that did not require any changes.] These piles should be coming soon...to Meet and Confer...to Faculty Senate...to PP&G (if there are any PP&G members left by that time!*)
IFO Comments:
1. The faculty exec's strongly suggested that changes (instead of piles) should just be noted on the old reg's (e.g. strikeouts of old language versus bolding/bracketing new ones, ONE pile!). [e.g. Some PP&G members are going to send the piles back!]
2. Highlighted changes will not seen sufficiently upon copying (even with the new copy machines).
3. Perhaps some policies should be combined.
4. Policies with MnSCU-specific changes should have MnSCU-dated-information from Statewide Meet and Confers.

Personal note: PP&G members require oxygen to survive...Trees produce oxygen...Piles destroy trees...Not enough trees...Not enough oxygen...Fewer PP&G members left!
9. Capital Campaign/WSU "Case" Document (IFO addition)
Faculty Senate approved a motion (a) endorsing the Capital Campaign and (b) requesting greater consultation with faculty regarding the direction of the efforts.
Examples (of consultation) included more discussion of the following:
(i) Identification of WSU as a "public service university': the meaning of the phrase was unclear to many Senators at August's Leadership Retreat but seems to have been adopted as part of the university's mission or goal. What does the phrase mean? For instance, does it refer to curriculum? To faculty behavior and activities? To students' behavior and activities?
The difficulties unearthed in August's discussion regarding the meaning of the term seem not to have been resolved. What then was the purpose of this discussion?
Adm. Response:
1. If the study is satisfactory, then another proposal will be presented.
2. There is no agreement/decision with the term "public service University."
3. Some donors like the term "public service University."
4. Need to find vision for the university. Different from mission since mission cannot be changed, while vision can!
(ii) Endowed chairs: topics include terms of employment (e.g., 5-year fixed-term contracts), hiring procedures, the process by which areas of need are identified (some colleges seem to be left out), role of WSU Foundation in hiring/funding, role of the Student Leadership Center in hiring faculty,
Adm. Response:
1. Only a draft to solicit comments.
2. When another draft is written, it should take into consideration comments from Faculty Senate constituency groups.
3. Endowed chairs are more prominent because the focus group felt it could receive the most (easiest) donation.
4. If and when Endowed Chairs exist within the IFO contract, then the usual/proper hiring process will be followed.
5. Most high-end donors determine where their money will go.
6. Money will be given to a department, and then a faculty (either inside or outside WSU) can occupy that position for that period.
(iii) Relationship between Centers and curricula
Impact of Centers upon curricula: who initiates curricula, Centers or faculty? If the Center's needs for curricula conflict with departments' current curricula, which will take precedence? Is it intended that Center-related courses and curricula go through the normal curriculum approval process? What is to prevent Centers from drawing resources away from regular department/college needs without adequately replacement? Which departments are connected to the Student Leadership Center (for purposes of placing faculty hired through the endowments)?
Adm. Response:
1. Centers of "something" could be very useful.
General administration comments:
1. No decisions have been made with any CASE papers; it's being evolved.
2. This Campaign idea is very new to WSU. WSU will need to study it very carefully.
3. The Capital Campaign is a worthwhile pursuit for WSU.
(iv) The case might be improved if testimony by other experts in addition to Stephen Covey were cited.

10. National Center for Prevention of Child Abuse (IFO addition)
Faculty Senate requested the administration to provide a presentation to Senate on the subject of the National Center for Prevention of Child Abuse
Administration response/comment:
1. Nov. 6 could be a date when Victor Vieth (WSU Alumni in D.C.) is in town.
11. Meet and Confer date (IFO addition)
Nov. 11 (Monday) is a holiday, Faculty Exec's proposed that Nov. 13 (Wednesday) at 3 PM be the Meet and Confer for that period. The administration concurred with the proposed date.
12. Fixed Term and Adjunct Faculty list (administration addition)
The administration provided the WSUFA exec's with a list of Fixed Term and Adjunct Faculty for 2002-2003.
