The administration was notified that Faculty Senate approved the following appointments:

Celeste Miller (Education) to the MnSCU Task Force on College and University Collaboration in Teacher Preparation.

Terry Price (Math/Stats) to the committee working on the case document for the capital fund campaign.

Russ Dennison (Library) to the IFO's Library Committee.

They were also notified of the resignation of Jim Armstrong from the Student Affairs Committee (14 members left on this committee).

The administration acknowledged the committee appointments.

4.            Disposition of Professional Quality Improvement Task Force Report

The administration was informed that the Faculty Senate had found the salary/funding provisions of the May Term proposal to be in violation of the IFO Contract.

Administrative Comments/Responses:

1.            Thanked IFO for considering the PQI proposal.

2.         Also thanked the hard work done by the PQI committee.

5.         New Faculty Assn. Committees

The administration was informed the Faculty Senate formed three new committees: an ad hoc FA May Term Committee, an ad hoc FA National Child Protection Development and Training Center Committee, and a permanent FA Budget Committee.  Senate also authorized an electronic vote on the membership of each

committee.

The administration acknowledged the formation of these three new committees.

6.         Civility Training

The administration was informed that Faculty Senate directed the faculty reps to ask questions about 'Civility Training' at Meet and Confer: What is it? Where is the money coming from?  Who is sponsoring it?  To whom was the announcement sent?  Who is being told/asked to attend?  Why?  What purpose is it intended to serve?

In addition, Senate directed D. Bratt to inform faculty recipients of the Civility Training memo that (a) they are not required to attend unless and until the Senate has had a chance to respond to the idea at Meet and Confer; and (b) they may obtain more information about the session following Meet and Confer.

D. Bratt noted that he sent the following e-mail to Faculty department chairs and directors on Wed Jan. 29:

A few days ago, many of you (maybe not all) received a memo concerning a 'civility training' session. The memo's meaning was unclear to some, and the Faculty Senate asked me to investigate and report to you.

This is what I have learned:

The purpose of the memo was to ask supervisors (which in this case includes chairs of departments in which secretarial staff or other Council 6 employees are employed) to allow or even encourage those Council 6/AFSCME employees to attend the training sessions.

The memo was not a request that you or any other faculty attend the sessions.

Administrative Comments/Responses:

1.         Council 6/AFSCME employees requested the training.

2.         The Assoc. Vice Chancellor for MnSCU’s off ice of Equal and Opportunity & Diversity will be doing the presentation, so basically no cost.

3.         WSU’s non-violence policy requires that this type of training be provided.

4.         Faculty are welcome, but not required.

7.         Student Teaching Supervisory Assignments

The administration provided a document on “Final supervision loads/Spring Semester 2003”dated 1/24/203, from Dean Carol Anderson.

D. Bratt pointed out that the assignments should be sent out before the spring semester begins.  The administration stated that student assignments do not begin until later.

8.            Designees for IFO Grievances

The administration informed the faculty reps the order/list of administration designees for IFO grievances, according to contract requirements:

“Normally, the President will hear Grievances at Step II and the Vice President for Academic Affairs is designated to hear Grievances at Step I.  Both administrators have the authority to resolve grievances locally on a mutually acceptable basis without additional consultation."

9.         Ad hoc Art Selection Advisory Committee

The administration proposed the formation, composition and charge of an ad hoc Art Selection Advisory Committee for the new WSU science facility.  The administration is also requesting faculty participation.

Charge:             to provided a recommendation for the selection of art to be displayed in the new science faculty.

Composition:      2 faculty from science departments that will occupy the new building, and

1 faculty from a non science department that is an arts professional who is a member of the following art and design professional categories: artists, curators, critics or writers, museum directors, art educators or administrators, architects, landscape architects, or interior designers, or a member of the MN State Arts Board’s governing body.

Committee chair:            Dean Nancy Jannik.

The administration would prefer appointments at the earliest convenience of the Faculty Senate appointment process. [i.e. Before end of semester or earlier.]

10.            Decisions re. Gifts (postponed)

Due to Dr. Krueger’s absence, the administration postponed discussion of this item.

11.         Study Committee on MN Transfer Curriculum (Administration addition)

The administration is asking for faculty participation in a study committee to address the following issues and produce recommendations to be submitted to the Chancellor’s Office on behalf of WSU:

1.          Identify and describe the arguments in favor of and against implementation of the Minnesota Transfer Curriculum on an area-by-area basis.

2.          Recommend practical means, informed by the outcome of issue #1, for implementing an area-by-area approach to the Minnesota Transfer Curriculum.

3.          Recommend a process by which future modifications to the Minnesota Transfer Curriculum may be made.

Committee composition:             four faculty and three administration.

Task completion date:  no later than March 31, 2003.

12.         Golden Key Advisor (Administration addition)

Gabriel Manrique will be relinquishing his role as the faculty advisor to the Golden Key International Honors Society.  The administration provided a page listing the role and responsibilities of the Chapter Advisor.  Will there be reassigned time provided for the faculty advisor?...are you kidding!

13.         Capital Campaign - Feasibility Study Meeting (Administration addition)

A meeting dealing with the feasibility study of WSU’s Capital Campaign will be held next Monday 2-3 p.m. in Somsen 213.  The CC-feasibility consultant firm will be there to address questions.  An e-mail will be sent out to the university community.

14.         Open Forum Budget Meeting (Administration addition)

The administration pointed out that there is now a Budget Task Force that describes/updates the Budget Task Force discussions.  An open forum meeting hosted by the Budget Task Force will be held on Tuesday, Feb. 4 12-1 p.m. in the Maxwell Leadership Center.  This meeting is intended to inform the university community regarding facts and specific issues that are being considered by the Task Force.

Respectfully Submitted,

Bill Ng.
