The administration acknowledged and received these U.S. courses.
3. Document on Workload for Student Teachers
The Senate approved a PPG motion concerning the document "Workload for Supervisors of Student Teachers" that reads:
Senate recommends that the Dean of Education make explicit the mechanism used to account for the factors involved in making her decision to avoid disproportionate workloads. Senate would expect the assignments to conform to NCATE recommendations.
Since then, Alex noted that (according to the IFO contract) the workload of each supervisor (of student teachers) has to go through Meet and Confer process each year.
Administration responses:
1. Would like departments to agree before bringing to Meet and Confer.
2. Deans are open to this process.
3. The process needs to be worked out.
4. Only the Ed and the Special Ed departments are involved directly with release time on student teachers.
5. Bottom line is that departments need to be involved.
6. Future proposal will be coming via Meet and Confer.
4. Proposed Changes in WSU Regulation 3-14
The Senate approved a motion concerning the revision of WSU Reg. 3-14 to ask at Meet and Confer:
--for clarification of the phrase "formative commentary;"
--whether "formative commentary refers only to the PDR or also to the PDP review process.
Administration responses:
1. "formative" - applies to the person's development.
2. Clarify by adding PDP/PDR to make clear that both PDR and PDP receive "formative commentary".
5. Proposed Change in WSU Regulation 5-2
The Senate approved a motion concerning the proposed revision of WSU Reg. 5-2 to ask at Meet and Confer:
--whether there are established guidelines defining "local," "regional," and
"national" searches;
--for clarification whether the proposed changes have any implications for emergency searches.
Administration response:
1. Response is postponed since Tess Kruger was not present.
6. Senate Action on NCA Self-Study
The Senate provided added feedback on the self-study and then passed a "rousing endorsement" of the document.
The administration thanked the endorsement.
7. Sexual Violence Advisory Committee Membership
The Senate passed a motion to request expansion of the faculty contingent from 4 to 5. There were 5 faculty slots on the task force, and senate agreed to appoint the faculty task force members to the committee.
The administration approved the expansion.
8. External Relations (Administration Addition)
President Krueger reported that a MnSCU Board member visited WSU last week. Dr. Krueger went over WSU achievements with him. Concerns: WSU can't be an isolated campus any more! Pressure is building on re-developing our mission. These changes could be prompted by reciprocity bills. Dr. Krueger is concerned about credit transfers. Is there a problem with transfer?...haven't heard much. These external forces should not be affecting our mission. One way is to do more assessment. Portfolio assessments might be the way to go. The University Studies program has "Writing Across the Curriculum" in it. Perhaps MnSCU is moving toward regionalization. For example, combining regional colleges/universities under one "super-president." Though MnSCU might claim this would save money, it would just invent another administrative layer! Just like what MnSCU has become! We should be proactive on this issue. MnSCU is using GIS to run/monitor student data. If WSU decided to go into this system, then we might lose control of data autonomy. Access versus Quality is an important issue.
9. Faculty Technology Fellows (Administration Addition)
The administration has approved the carry over of the present five faculty technology fellows, (since they started in mid-year this year).
This initiative will be continued next year.
10. Laptop Program Directorship (Administration Addition)
A request for a nomination/application for WSU laptop director (faculty liaison) for next year will be forwarded. Revisions/updates of the job description will be considered.
11. Sabbaticals (Administration Addition)
Approved all mandatory sabbaticals and a few non-mandatory sabbaticals. A few more are still being considered.
12. Minne Hall Committee (Administration Addition)
Money is available this summer for major renovations in Minne Hall. Asking for six IFO members to serve on a committee to work with Vice President Winbush, Dick Lande, and Dean Henderson. The committee charge will be to work with administration to make sure that repairs and alterations represent what the faculty wants. Preference will be given to faculty who either hold classes in Minne or have their offices there.
13. Library staffing reporting line
Assoc.-VP Christine Clements has been assigned as the administrator in the Library. All Library faculty and staff will be reporting to her. This is viewed as a long-term solution. This assignment will be reviewed this fall.
14. Calendar Committee report
The All-University Committees' preference is Calendar A, the same as the current schedule.
15. Research and Public service days
A draft copy of "Policy Statement on Use of Faculty Development Days"; implementation could result in an extra $2M allocation from MnSCU.
16. Personnel deadlines
A draft copy of Personnel Decision Deadline Schedule for 2001-2002 was presented.
