       12. Request for an internal CLA committee.
1. Committee Appointments
       
The Senate approved a number of Committee appointments. The appointments to
        all-university committees are:
        Advising Council - Rod Winters
        Commencement and Honorary Degrees - Randy Miller and Robert Sheer
        Lyceum - Gloria Chuang and Jeanette Karjala
        Scientific Misconduct - Celeste Mathews
        Wellness - Cindy Bork, Lynda Brzezinski
        The administration received/accepted the above appointments.
2. Recommendation on Structure for Honorary Degree and Commencement Committee
       
The Senate approved a Committee on Committee recommendation to recommend to
        administration to amend the faculty composition of the Commencement and Honorary
        Degree Committee to read:
        six faculty (one from each college and one from the non-teaching faculty) for next year.
        The administration agreed with the Senate amendment.
3. Action on Proposed Responsible Conduct of Research Task Force
       
The Senate approved the recommendation to establish a Task Force on the
        Responsible Conduct of Research. The Senate then referred it to Committee on
       Committees for recommendations for appointments. Solicitation has been sent out
       already.
       The administration acknowledged the solicitation and is anxiously waiting for responsible faculty
        members.
4. Federal Regulatory Review Boards
      
The Senate approved two motions related to research:
Motion A - that WSU establish a new type of entity on campus - Federal Regulatory Boards. These Boards will be constructed and operate differently than All-University Committees. Recommendations for future year-round appointments to the three potential Federal Regulatory Boards identified in this proposal will be made to the Committee on Committees each spring by departments most actively involved in research (as identified by past records on file in the Grants & Sponsored Projects Office). In this manner, the institution will insure Board appointments and membership conform to the federal regulations.
Motion B - recommend that the regulatory policies and procedures established by Federal Regulatory Boards be excepted from the constituency group review and prior approval process, as is the case with the current IACUC policy and procedures. The rationale for this exception is based on the fact that the institution must comply with federal regulations in their entirety, without exception. The minimum regulatory policy and procedural requirements cannot be amended or deleted by group constituency review. In addition, there may be instances when WSU policies and procedures must be developed or revised to meet federally imposed deadlines. At such times, delays in the review process could place the institution in violation of federal regulations. This would not negate the IFO's right to question or challenge any requirement imposed by such policies and procedures.
The maker of the motion B agreed to amend it by adding a statement that this short-circuiting of the process is not precedent setting for any other process related to university decisions.
The administration received/accepted the above motions.
5. Action on Scientific Misconduct Committee of Inquiry
   
   The Senate approved a motion calling to the elimination of the Scientific Misconduct
       committee.
       The administration accepted the Senate motion.
6. Action on Request Related to Faculty Meeting with Rochester Marketing Consultants
       
The Senate directed President Yard to ask departments that offer courses/programs in
         Rochester to supply faculty names for the meeting with the marketing consultants.
        Names will be forthcoming.
        The administration noted the Senate direction. Meetings have been set for Nov. 15 (WSU
        Team) + 16 + 17(8-11:30 for all partner teams). The administration team includes Tim Gaspar,
        Carol Anderson, Russ Lohmann, and Jan Stephenson.
7. Web Training Opportunities for Departments
      
The Senate voted to ask at Meet and Confer that the administration make available
        voluntary web training opportunities for department secretaries who wish it.
       The administration feels that this will give clerical staff a wider range of development
       opportunities (if they wish it). They will now determine what times will be made available.
8. Technology Concerns
        The Senate agreed to ask about the following three rumors:
        
--Is the University switching from Lotus Notes in December? If so, what will replace
           it?
        When will the training on the new whatever take place, will training take place before
        Spring,2001 semester starts?

        Administration Response: Have ongoing discussions about e-mail systems. Student Mulberry
        security is in question. Present faculty e-mail systems might not be stable. Ongoing discussions
        have been internal only. Input from faculty/staff/students will be solicited. Go through
       All-University Technology Committee for original input for the best possible solution for one
       e-mail system.
       --Is it true that the Blackboard server has arrived but is currently in storage? What is the
      prognosis for it?
       Administration Response: Some Sun servers can be (will be) used for Blackboard. Just waiting
        for electrician. But our electrician is too busy, so work now out for bids. Blackboard severs
        should be up as soon as possible, may be even in 2 or 3 weeks, certainly by spring semester.
        Right now, VP-Whetstone said it was a staffing/deployment issue. CS/GIS classes also need
       systems by spring semester.
      --Do we now have some very expensive Sun Microsystems equipment in storage in Somsen that
       can't be used without some substantial rewiring or re-cabling of something or other.
       GIS/CIS programs got a good deal (better deal if you buy more), so some extras were
        purchased this summer for CIS server needs. Ready to be installed now, but again CIS
       staffing/deployment problem.
9. Probationary Searches (Administration Addition)
   
  Computer Science (new prob. Line) - 1 Master of Software Technology, faculty in
      Rochester
      Women's studies - converting 1 fixed-term to 1 probationary.
      English - 1 Retirement line replaced.
     MIS/POM/Management - 3 Replacements from previous retirements.
     Alex noted that the earlier the release of probationary searches the better. Administration agreed.
     Try to release positions early enough to conclude search by March. Also need to satisfy AA
     goals with biggest possible pool by starting search early enough.
10. WSU Regulation 3-27: Policy and Procedures for Dealing with Allegations of Scientific Misconduct (Administration Addition)
Feds presented WSU with a 54-page documentation on new policies and procedures for dealing with Allegations of Scientific Misconduct. WSU accepted the doc's and named it Regulation 3-27. This is posted temporary off the President's page and is waiting for Faculty Senate action.
11. VPAA
Associate VPAA has been hired, Dr. Christine Clements, will be starting Nov.1, as announced in recent e-mail from VP-Richardson. Office space is being set up for Dr. Clemens in both Winona and Rochester. This position is multi-faceted: top WSU officer at Rochester and on-par with UM-Chancellor placed in Rochester, reports to VP-Richardson, works on both campuses, furthering 4-year Rochester/WSU opportunities.
All faculty in College of Business are now happy to have Dean Gorman back full time! VP-Richardson appreciated Dean Gorman's work during the interim.
12. Request for an internal CLA Task Force (Committee?) To make recommendations...
CLA department chairs requested to have a task force (made up of 5 CLA faculty) to:
Assist the CLA Dean on making recommendations on matters related to R&B issues, technology issues, equipment purchase/issues/scheduling, etc. Administration is asking Faculty Senate to consider this task force and if agreeable, solicit CLA faculty (at large). The understanding is that this CLA task force will be soliciting input from CLA faculty before making recommendations to CLA Dean.
