1. Nursing portfolio proposal (credit for grad-level courses)
Faculty Senate approved the Nursing Dept.'s proposal, recommended by the Graduate Council, to allow Nursing graduate students to earn graduate credits if they can show by portfolio that they have met or exceeded the requirements for M.S.-level Nursing courses in their program.
The administration acknowledged/accepted the Senate recommendation and has signed the proposal.
2. Student Affairs Committee membership additions
Faculty Senate approved the recommendation of Committee on Committees to appoint Don Wistrcill, Troy Paino, Carole Madland, Carol Galbus, Matt Hyle, and Maggie McDermott to the Student Affairs Committee.
Also the Executive Committee of the Faculty Senate has appointed Ted Reilly to serve on the Grade Appeals Committee for the remainder of the academic year. It was also notified that Ted has been getting tele-marketing calls from some administrators thinking that he has been on this committee for some time.
The administration acknowledged/accepted the Senate recommendation.
3. USP no substitution recommendation (returned to A2C2 for deliberation)
The administration was informed that the recommendation prohibiting substitutions of WSU courses in the USP was returned to A2C2 for its reconsideration. A2C2 has since referred it back to the USP committee.
The administration acknowledged and thanked the Senate referral.
4. Reassigned Time report sent to departments
Faculty Senate instructed D. Bratt to send the report of reassigned time held by WSU faculty to department chairs for their information and to check its completeness; in particular, the listing of Faculty Technology fellows' reassignments.
Administration Comments:
1. Will check into it.
5. Questions about Reassigned Time report
Faculty Senators directed the following questions to be asked at Meet and Confer:
(a) Can the administration give specific examples of some of the categories of reassigned time, e.g., research, accreditation, informal lab?
(b) Why do some faculty receive such reassigned time while others (who also do research, conduct student labs, etc) do not?
(c) How can those faculty who currently don't get such reassigned time start getting it?
(d) Why do the credits of reassignment vary so much (e.g., from 0.5 credits to 6.0 credits for accreditation)?
Administration Comments:
1. Will take back and discuss and provide a written response/report to the IFO.
6. LINK proposal
Faculty Senate endorsed/approved the LINK proposal, presented by Assoc. VP Clements. The Assoc. VP has since issued the invitation for faculty to apply via email.
The administration thanked the Senate endorsement.
Administration Comments:
1. 4 faculty have responded, will be working on it soon.
7. President's Work Plan (administrative addition)
The administration produced a document on WSU President's Work Plan for 2001-03. A similar plan is being produced for Rochester. It will probably be available at the next Meet & Confer. The plan will be given to the Faculty Senate for input.

9. IFO Dinner/Dance (IFO Addition)
The administration was reminded to come to the IFO Dinner & Dance this Saturday (Feb. 2nd). Tickets are available till Friday.
10. Rochester P&B News Article Re: U. of M. Branch (IFO Addition)
The IFO noted a News Article in the Rochester P& B regarding the GRAUC Board approving a new long-range planning document last Friday. The document spoke to creating a full branch of the University of Minnesota in Rochester (without WSU's involvement). This basically rejects the current three-partner model. The full branch would ultimately evolve into a full research university. The article also spoke about RCTC unveiling an updated pre-design plan for a health sciences building that would come with one-third the price tag of an earlier proposal, (from $30M to $10M). Several GRAUC members also serve on the Rochester legislative delegation. Even though MnSCU has not made securing planning dollars for the RCTC building project a legislative priority, RCTC officials (along with several GRAUC members) believe they can do an "end around" on the legislative process to secure planning dollars!
Administration Comments:
1. This is similar to a marriage relationship...ha ha ha!
2. Rochester is planning to get their own university!...as they had been for the last 15 years.
3. The new program at Rochester is not likely.
4. Upon Nancy Brattis' insistence, WSU is still being audited.
5. U of M will be going to Rochester in March to talk about real dollars for a full research university...will WSU be invited?...may be last minute at best, may be not!
IFO will continue to monitor the situation in Rochester.
11. Information (last minute Administration Addition) [too much time left!]
WSU is considering a proposal in which students can buy out 390E's. This is to accommodate the incoming of Windows XP (390E's cannot handle WinXP). The buy-out might be handled by/at the Bookstore...details unknown at this point. However, as stated in a recent VPAA e-mail, faculty will not have a buy-out option.
