1. Course Approvals

The Faculty approved the following courses and program:

I. Course/Program

PER 265 Leisure in Different Cultures (3)

B. Revised Course & Program

PER 399 Internship in Recreation and Tourism/Therapeutic Recreation - Credits changed from 1-10 to 1-12. This also affects the B.A. Therapeutic Recreation Major by changing the credit requirement from 64-66 to 64-68 hours.

The administration acknowledged these Faculty Senate approval.

Notifications to the administration that:

Two courses were forwarded to Senate from A2C2 without the committee's recommendation regarding their application for approval as Writing Flag courses. Senate upheld Bratt's ruling that for this reason the proposals were not in good form and should be returned to the committee for its recommendation vis a vis their Writing Flag application.

Senate postponed consideration of a Grad Council recommendation, at least partly (perhaps largely) because the chair tried to avoid photocopying the entire 6-page document for everyone). The Grad Council had recommended approval of a Nursing Department proposal that graduate students in Nursing be allowed to earn graduate credits if they can show by portfolio that they have met or exceeded the requirements for any MS level Nursing course in their program. Senate will take up the recommendation at its next meeting, when a representative of the program can be present to answer questions.

 

2. University Studies Program (recommendations regarding substitution policy, transfer appeal policy, and term of USP Director)

Senate approved A2C2 recommendations that (a) no substitution of WSU courses will be allowed under the USP; (b) transfer students may appeal to USS decisions made by the WSU Transfer Coordinator regarding USP credit or course substitution; the USS recommendation on such matters will be considered by A2C2; (c) the USP Director's term be extended by one semester, to expire at the end of Spring 2003.

The administration acknowledged the Faculty Senate Recommendations.

Administration Comments:

1. Concerned that rec (a) is too much of an absolute.

2. Rec (a) acceptable if understanding that there might be exceptions (since old Gen Ed system allowed it).

3. Suggest to put in language to remove " no" from Rec (a) or add " Generally" in front of "no substitution..."

4. Suggest to take Rec (a) back to Faculty Senate for re-consideration.

 

3. Abolition of committees (information)

Senate approved two recommendations from Committee on Committees. The first would abolish eleven committees:

1. Outreach Planning Design Team
2. Maxwell Remodeling Committee
3. Teachnet
4. Mall Celebration Committee
5. Task Force on Math and English Placement Tests
6. Calendar Task Force
7. Liberal Arts Programming
8. Director of Fund Development Search Committee
9. Bachelor of Manufacturing Technology in Rochester Committee
10. Faculty Association Ad Hoc Teaching Load Committee
11. Graduate Commencement Ceremony in Rochester

The other outlined a process by which committee slots reserved for specific colleges would be filled if nobody from that college volunteered for the committee.

The administration gave a thumbs-up for the abolitions!

Note: The administration has not received a final report (only received a status report) from the "Task Force on Math and English Placement Tests", though the reassigned times given for the faculty members on that committee have lapsed already.

 

4. Disposition of 00-01 Adjunct/Fixed-Term report (information)

Senate directed D. Bratt to send department chairs a copy of the Adjunct/Fixed Term list for 00-01. It was also noted that the Counseling Center was omitted (which raises the possibility that the library was as well).

The administration acknowledged the Senate directed recommendation.

Administration Comments:

1. Sometimes difficult to know which line is being replaced, sometimes partial positions from several lines are combined, therefore not so surprised that some names might not be direct replacements of certain faculty. However, the replacement names and associated credits should be accurate.

2. Departments should be able to get a clear picture of the replacement numbers from the report. Questions can be directed to the appropriate Dean and/or HR.

 

5. Response to 'Strategic Options' (recommendations)

Senate approved a response to the "Strategic Options," as drafted by the Executive Committee. It has been sent to the administration via email.

(a) Senate requests more specific details about what WSU might gain by the various options. What are realistic target figures? (For instance, how many students could we realistically expect to gain if we increase retention efforts? Are we not already very near the highest level we can reasonably expect to achieve in this regard?)

(b) Senate requests more specific details about how the various options might be implemented. (For example, how might summer offerings be expanded, particularly in light of low compensation for summer teaching and the fact that many students leave the area and/or work during the summer? What are current summer session profits? Where do they go?)

(c) Senate encourages the exploration of efforts to increase income from external gifts, grants, contracts, and special programs. In this connection, Senate recommends exploration of incentives to encourage faculty to write grants.

(d) Senate encourages the exploration of the degree to which tuition increases might alleviate the budget problem.

(e) Senate is particularly concerned about efforts to expand on-line offerings. Issues include, but are not limited to, the need to (1) agree on a definition of the intellectual property rights of the faculty, (2) undertake such courses only when the instructor (or department?) finds this mode of instruction to be appropriate in light of a course's content and pedagogy, and (3) adequately compensate the instructor for the numbers of students enrolled.

The administration acknowledged and thanked the Senate recommendations.

 

6. All-University committee/task force membership (MAPE and Wellness requests)

Senate endorsed MAPE's request for membership on various committees and the request to have two MSUAASF members on the SITS (Stick It To Smokers, aka 'Wellness') Committee.

The administration acknowledged the Senate recommendations. The administration also noted that the faculty rep. description in the Sesquicentennial committee has been changed to "Association President or Designee".

 

7. Faculty reps for Financial Stability Task Force

Senate named David Bratt and Cathy Summa to represent the faculty on the Financial Stability Task Force.

The administration accepted the faculty rep's recommended by Senate.

 

8. Residence hall repair plan (recommendation)

Senate passed a motion endorsing the plan to fund repairs of residence halls and Kryzsko internally, as opposed to using bonding.

The administration thanked Senate for its endorsement.

10. LINK Initiative (Administration Addition)

The administration presented a proposal describing UCR partners working with GRAUC on a LearnIng NetworK Initative. They are asking for faculty participation. Faculty volunteers could be compensated with 10 duty days. C. Clements is coordinating the initiative. Trying to satisfy more non-traditional students. The administration is open to recommendations and suggestions from faculty on the proposal and alternative means of compensation.

The administration is also looking into getting a pool of laptops to give pro-rated leases to non-traditional students at RCTC.

After some discussion on the compensation section and the early deadline date of Dec. 12, the administration decided to take the proposal off the table! The administration will return to M&C in the future with a revised/updated LINK proposal.

 

11. Reassignment Report (Administration Addition)

The administration provided Faculty Exec's with documents on Faculty Reassignments for contractual reassigned and non-contractual reassigned times. These documents have NOT been reviewed by the administrators. The three documents are:

1. Chairperson Release Time
2. Director/Coordinator Release Time
3. Other Release Time

The data on these documents came directly from faculty contracts.

It was noted by the Faculty Exec's that there is a mistake on document 3: Bruce Svingen absolutely does not have any reassigned time, not even the 0.50 credit as listed!
