Freshmen: You are in your last year of high school or have never taken a university class before. Please click the Freshmen tab below.

    Freshmen must turn the following documents with their applications:

    • International Student Application (PDF) signed
    • $20 application fee
    • Original or Certified True Copy of TOEFL, or IELTS, or SAT or ACT
    • Original or Certified True Copy of High School Certificates and Transcripts, including official translations
    • Original Bank Statement(s) with a minimum balance of $23,181.00 US dollars. Bank statement(s) or Verification of Deposit(s) must be dated within six months of application date, must be originals, and should include information such as bank information, balance, currency and name of the account holder
    • Photocopy of your passport

    Transfer students must submit the following documents with your application:

    • Official or Certified True Copy of Academic Records colleges or universities you have attended. (If you have taken less than 24 university credits, provide High School certificates and transcripts.) Minimum GPA must be 2.40 to be considered for admission
    • If currently enrolled in a university, provide final transcripts on arrival at WSU

      Winona State University determines what credits transfer and whether they meet degree requirements. To receive credits for work completed, an official evaluation must be submitted. WSU strongly recommends IERF, ECE, or WES and ask for a Course by Course evaluation. This evaluation should be sent to Winona State University-International Services Office before the semester starts. We are not able to provide you information on how many credits will be accepted until the credit evaluation report is received.

      Winona State University offers more than 30 degrees, advanced licensure and certificate programs by three colleges. Please review the School of Graduate Studies admissions policies to learn about admission requirements and policies.

      Please follow the steps below to apple for admission to a graduate program at Winona State University:

      • Complete the WSU Graduate Application (PDF) for Admissions and the International Student Application (PDF)
      • Provide original bank statement(s) with a minimum balance of $21,630.00 US dollars. Bank statement(s) or verification of deposit(s) must be dated within six months of application date, must be originals and should include information such as bank details, balance, currency and the name of the account holder
      • If you have attended a university outside of the United States, send official course evaluations (evaluated by ECE, WES or another recognized agency) directly to the Office of School of Graduate Studies from the evaluation agency for each international institution attended
      • If you have attended a university in the United States, send official transcript from each institution you attended
      • Send an official TOEFL or IELTS report with a minimum IBT score of 90 for the TOEFL and 6.5 for the IELTS. Documents must be sent to the School of Graduate Studies Office directly from the agency issuing the report. For admission to a graduate program, students must meet the minimum language proficiency requirement. Departments may set a higher passing number for their programs. Please review departmental websites for additional information.
      • Please provide a photocopy of your passport.

      If you do not meet the English proficiency requirements, you can still apply to WSU for conditional admission to the university.

      Winona State University offers Conditional Admissions for international candidates by accepting students into our English Language Center (ELC). ELC provides an intensive English language program to international students who wish to improve their English language skills while learning about the American culture.

      English Proficiency Requirements

      Winona State University requires international students to have a certain level of English proficiency. Students who do not meet these English Proficiency Requirements may apply for conditional admission and entrance into our English Language Center (ELC).

      Admission to the University is the first step. Some degree programs may have additional standards for entrance into the major after you are enrolled at WSU. These include College of Business and College of Education degrees; and Nursing, Social Work, and Athletic Training majors.

      Transferring Your SEVIS Record to Winona State University

      To transfer to Winona State University, you must first apply for admission to WSU. Once admitted, notify your current school's international office of your intention to transfer. Your adviser will transfer your SEVIS record to Winona State University. Only your current school has access to your SEVIS record; therefore, Winona State University cannot issue your WSU I-20 (F-1 status) until your SEVIS record is transferred. In most cases, the "transfer out" date will be the last day of your final term at your current school. Transfer students must fill out the F1 Transfer Recommendation Form (PDF) in order to receive a new I-20.
