Jeanine E. Gangeness, PhD, RN
Jeanine E. Gangeness is the Associate Vice President for Academic Affairs at Winona State University in southern Minnesota. She serves as the Chief Academic Officer and Chief Executive Officer responsible for managing the WSU-Rochester campus which serves the greater Rochester region. She creates sustainable and collaborative programming, working closely with the Winona campus leadership (Academic Affairs, IT, Student Life and Development, Finance, and Advancement) to connect student services and programs, managing all aspects of budget development and allocation.
She engages the academic deans by providing vision, leadership, and management oversight to help shape and create academic programs, activities, and support for WSU-Rochester at the graduate and undergraduate levels. She oversees all graduate programs and represents the university on local and statewide graduate meetings and committees.
Prior to coming to Winona State University, Gangeness was the Founding Dean of the Bemidji School of Nursing, a joint venture of Bemidji State University and Northwest Technical College. Her expertise in accreditation includes being a site visitor for regional (HLC) and discipline specific commissions (CCNE). She led the work to develop lower division nursing programs that meet accreditation (ACEN) standards. Gangeness administered dental assisting (Commission on Dental Accreditation of ADA) reaccreditation.
Gangeness has experience with university-wide master academic planning, developing business plans for the launch of programs, and was the trailblazer for an entrepreneurial program model that expanded student access and netted over $60,000 in the first year. At the university, she served as the Incident Commander for a mass dispensing event which engaged all university and college students, departments, student health and counseling, environmental health and safety, physical plant, university business office, state health department, and two local county health departments. This emergency preparedness activity gained state acclaim for testing the computer modeling and for being the largest system test in the state of its kind.
As a tenured and full professor, Gangeness chaired (’07) departmental efforts in program reviews and accreditation, achieving full accreditation during a time of start-up and transition in the department. As chair, Gangeness facilitated (’07-’12) an increase in enrollment from 40 to over 600 students and 4 to 15 fulltime faculty through development and expansion of nursing programming. These efforts were funded by a national HRSA grant, Minnesota State system grant, and internal investment funding. The generic program expansion has resulted in an institutional net gain of over $500,000 annually.
Gangeness has modeled best practices in academic industry/practice partnerships and sister-institution partnerships. She has established and cultivated distance and on-ground programming with seven community and technical colleges. Gangeness served on the state executive committee for the Inter-Faculty Organization at Bemidji State, which is the union for faculty in the Minnesota State system. This union committee experience has informed her practice as an administrator with employees in two faculty unions and three classified employee unions.
Gangeness has gained valuable national level experience in leadership by attending programs for leadership. The Higher Education Resources Services (HERS) (’10) and Leadership for Academic Nursing Program Fellow (’11) honed her leadership skills. Further leadership experiences include her active participation in the AASCU Becoming A Provost Academy ('14-'15) and appointment to the Minnesota Board of Nursing (’13) by now Governor Dayton.She graduated from the University of North Dakota (’92, ’02, ’07) and holds a Master’s of Science degree, and PhD degree, all in nursing. Gangeness has presented extensively and published, all peer reviewed, in leadership, strategic planning, collaborative education programming, tobacco policy, case study design, built environments, and online nursing education.
