Therefore, it\u2019s important to have a solid budget established while crafting your proposal.&nbsp;<\/p>\n\n\n\n    <div class=\"panel panel--white\">\n        <div class=\"panel__container\">\n            <div class=\"panel__intro\">\n                        <\/div>\n            \n\n<h2 class=\"wp-block-heading\">Budget Building Blocks<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">While building your budget, you&#8217;ll want to consider the following expenses:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Personnel:&nbsp;salary for current faculty or staff time as well as for new positions. Review the&nbsp;<a href=\"https:\/\/www.winona.edu\/wp-content\/uploads\/2024\/03\/Grants-Handbook-2023.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">Grants Handbook<\/a>&nbsp;(PDF) for guidance on salary, wages, and fringe benefits.&nbsp;<\/li>\n\n\n\n<li>Fringe benefits:<strong>&nbsp;<\/strong>an institution\u2019s contribution to employees\u2019 benefit packages<\/li>\n\n\n\n<li>Travel:&nbsp;required travel for project<\/li>\n\n\n\n<li>Equipment:&nbsp;details and justification for major purchases<\/li>\n\n\n\n<li>Materials or supplies:&nbsp;consumable materials or office supplies<\/li>\n\n\n\n<li>Consultants or contractual agreements:&nbsp;payments to individuals who are not WSU employees<\/li>\n\n\n\n<li>Facilities and administrative costs:&nbsp;intangible expenses associated with administering a project, which follow the&nbsp;<a href=\"https:\/\/www.winona.edu\/wp-content\/uploads\/2024\/03\/Facilities-Administrative-Costs-Agreement-2021.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">Colleges &amp; Administrative Costs<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Facilities and Administration Costs (&#8220;indirect costs&#8221; or &#8220;overhead costs&#8221;) are costs acquired for common or joint objectives and are therefore not easily attributable to a single project, such as utilities, building maintenance, human resources, and library costs.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">WSU distributes the indirect costs received to:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>15% &#8211; Department of the Principal Investigator or Project Director<\/li>\n\n\n\n<li>10% &#8211; College of the Principal Investigator or Project Director<\/li>\n\n\n\n<li>15% &#8211; Library<\/li>\n\n\n\n<li>25% &#8211; Administration (Business Office)<\/li>\n\n\n\n<li>35% &#8211; Grants and Sponsored Projects<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\">Indirect Cost Rates<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">The U.S. Office of Management and Budget has established procedures to determine indirect costs for institutions of higher education, known as the &#8220;federally negotiated rate.&#8221; <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">WSU&#8217;s federally negotiated rate applies when calculating budgets on proposals submitted to federal agencies when permitted by the agency as well as on proposals to non-federal agencies, if permitted. <\/p>\n\n\n\n<div class=\"wsu-block tabs\">\n\n    <div class=\"tabs-nav\">\n        <button class=\"tabs__toggle\" tabindex=\"0\" aria-expanded=\"false\" id=\"tabbed-1\">Federal Rate | On-Campus<\/button>\n<button class=\"tabs__toggle\" tabindex=\"0\" aria-expanded=\"false\" id=\"tabbed-2\">Federal Rate | Off-Campus<\/button>\n<button class=\"tabs__toggle\" tabindex=\"0\" aria-expanded=\"false\" id=\"tabbed-3\">University Rate | On-Campus &amp; Off-Campus<\/button>\n    <\/div>\n\n    <div class=\"tabs-content\">\n        <button class=\"tabs__mobile__toggle\">Federal Rate | On-Campus<\/button>\n<div class=\"tabs__content__item\" aria-hidden=\"true\"><div><p>WSU\u2019s federally negotiated rate for on-campus work is 42.8% of direct salaries, wages, and fringe benefits.<\/p>\n<\/div><\/div>\n<button class=\"tabs__mobile__toggle\">Federal Rate | Off-Campus<\/button>\n<div class=\"tabs__content__item\" aria-hidden=\"true\"><div><p>WSU\u2019s federally negotiated rate for off-campus work is 20.8% of direct salaries, wages, and fringe benefits.<\/p>\n<\/div><\/div>\n<button class=\"tabs__mobile__toggle\">University Rate | On-Campus &amp; Off-Campus<\/button>\n<div class=\"tabs__content__item\" aria-hidden=\"true\"><div><p>The University rate for on- and off-campus work is 10% of modified total direct costs (MTDC).<\/p>\n<\/div><\/div>\n    <\/div>\n\n<\/div>\n\n\n<div style=\"height:25px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p class=\"wp-block-paragraph\">On proposals to state, local, corporate, or private sponsors when the federal rate is not permitted or in effect, apply a rate of 10% of modified total direct costs such as:&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>salaries, wages, and fringes<\/li>\n\n\n\n<li>materials and supplies<\/li>\n\n\n\n<li>services<\/li>\n\n\n\n<li>travel<\/li>\n\n\n\n<li>publication costs<\/li>\n\n\n\n<li>the first $25,000 of each sub-award to other organizations<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">When the sponsor does not permit indirect costs or allows less than the designated rates, the Principal Investigator is responsible for providing documentation that states the policy with the&nbsp;<a href=\"https:\/\/warriorspace.winona.edu\/ProcessDirector\/form.aspx?pid=cbc76cfa-e332-489a-a868-237dcf390893&amp;formid=a64421f0-b27d-446e-a03c-2116ebecce3f\" target=\"_blank\" rel=\"noreferrer noopener\">Transmittal Process Form<\/a>.
