How to Apply
Winona State University welcomes doctoral applicants who want to pursue higher levels of achievement in learning and research. Here are the steps to apply. Learn more about the Education Doctorate Requirements.
Meet the GPA Requirement
Bachelor’s Degree with an overall GPA of 3.0 or higher. Master's Degree (30+ credits minimum) with an overall GPA of 3.25 or higher
Complete the WSU School of Graduate Studies Application
Log in and begin using the WSU School of Graduate Studies Online Application. You will either use your existing StarID or you will be asked to create a new StarID.
Please Note: WSU is no longer accepting paper applications for admission to Graduate Study programs. Please use the Online Application for Admission.
Pay the Application Fee
WSU requires a $20 application fee that can be paid online. If mailing a check or money order, please have it made out to Winona State University.
Submit Your Transcripts
Request official transcripts directly from each institution that you have attended; undergraduate and graduate. You do not need to request from other schools in the Minnesota State system, as the Graduate Studies office has access to those transcripts. Transcripts may be sent electronically to the Admissions office (admissions@winona.edu) or mailed. Mail transcripts to:

Letters of Recommendation
Submit three letters of recommendation from persons familiar with the applicant’s academic preparation or educational work experienceApplicant Professional Statement
Applicants are required to submit a professional statement which addresses the components listed below. Each applicant statement is limited to three (3) double-spaced pages using 12pt font.
- Summary of educational goals and experiences
- Description of how attaining the education doctorate assists the applicant in achieving professional goals and career aspirations. Identification of a current problem of practice in education that the applicant is interested in exploring
- Summary of the importance of this problem within the context of your professional practice and in the research literature
- Description of how the problem of practice aligns with your chosen area of specialization. Summary of applicant’s research experience, professional presentations and publications
