Passport Services have temporarily been suspended by the US Department of State, due to Covid-19. See US Department of State passport announcement for more information. Once travel advisories are relaxed, you can apply for your passport at our Study Abroad office as described below!

Winona State University’s Study Abroad office is now an official U.S. Department of State Passport Acceptance Facility. We accept passport documentation for new passports only: Form DS-11.

For renewing or soon-to expire, lost or stolen, or damaged passports, please visit travel.state.gov.

By Appointment Only: Monday – Friday 8am to 3pm (last appointment is 2pm).

WSU Study Abroad Passport Services is located in Maxwell Hall 105.

Fees

Two separate payments are required:

 

  1. Application fee*: Check or Money Order only (no cash or credit/debit cards), made payable to the US Dept of State
  2. Execution Fee*: Check or Money Order only (no cash or credit/debit cards), made payable to Winona State University Study Abroad

Processing Times

Routine = 6-8 weeks** 
Expedite = 3 weeks – An additional fee of $60 paid to the U.S. Department of State**

Required Documentation

All required documents must be present at the time of appointment, or appointment will be canceled and rescheduled. 

Please be aware that the documents that will be required will depend on your circumstances. Up to date information on the required documents can be found online at US Department of State Passports and International Travel website. Or contact the National Passport Information Center at 1.877.874.2778 or WSU Study Abroad 507.457.5081 with questions.

 

For a new adult passport (age 16 and older), you will need the following documentation:

Proof of Citizenship: Original or certified copy of Birth Certificate, previous passport, Certificate of Naturalization, Consular Report of Birth Abroad

Proof of Identity: State issued driver’s license/identification card

Photos: One 2x2 passport photo meeting the US Department of State requirements

Application Fee: Payable to the US Department of State; check or money order only

Execution Fee: Payable to Winona State University Study Abroad; check or money order only

DS-11 Application: Filled out in black ink only and printed single-sided or pick up a form in the Study Abroad office, Maxwell 105

 

In addition to all of the above New Adult Passport requirements, the applicant(s) must provide proof of parental awareness when applying. 

Examples include one parent accompanying the applicant or a signed statement of consent from one parent with a front and back photocopy of parent’s ID. 

 In addition to all of the above, the applicant(s) must provide proof of parental consent when applying. Parents and minor must be present when executing the application. Both parents must be present. If one or both parents cannot be present, appropriate documentation must be provided.

Frequently Asked Questions

Can I apply for a passport at Winona State University Abroad if I’m not a student, faculty, or staff member? 
Absolutely. Any US citizen may apply for a US passport with us. NEW applications only. 

How long does it take to get a passport? 
Routine processing takes 6-8 weeks, and Expedited processing takes 2-3 weeks and is subject to an additional fee. Processing times are subject to change; please check the Department of State Travel site for up to date information. 

How long does it take to apply for my passport at Winona State University Study Abroad? 
The time it takes to apply for a passport varies. Bringing all of your documentation, including a completed application, will reduce the time spent in our office. It is by appointment only, call 507-457-5081 to set up your appointment time. 

How can I track the status of my application? 
You may track the status of your application online at any time. Please note that it takes 7-10 business days after applying for your passport to be tracked online. 

Will I get my original proof of citizenship back? 
Yes. The Passport Agency will send your original proof of citizenship along with any other original documentation back to you in a separate mailing. 

Can I apply for a friend or relative who is not present? 
No. Every applicant must apply for a new adult or minor passport in person, including minor/infant applicants. 

Can I pick up my passport at Winona State University Study Abroad when it's ready? 
No. The passport will be mailed to the mailing address indicated on the application.
