Student Fees

Student fees are used to cover a variety of education expenses, campus services and student activities.

All fees are subject to change.


Reduced Fees

Many students have a semester off-campus while they complete an immersive experience for their programs. In these situations, certain fees may be reduced for that semester.

To be eligible, you must be scheduled for the entire semester at a location that is 35 miles or more from Winona and engaged in one of these activities: 

  • Internship
  • Student Teaching
  • Medical technology
  • Independent Study

Submit the Reduced Student Fee Request to apply.

Reduced fees do not apply to online courses.

If you qualify, you will have the following fees reduced by 50%:

  • Union Facility Fee
  • Student Life Fee
  • Athletics Fee
  • Wellness Center Fee
  • Health Service Fee

All other fees at WSU are not affected.


Explanation of Standard Fees

The Athletics Fee is assessed to all students enrolled through the Winona campus. This fee is used to support the university's Division II athletic programs, which includes student admission to regular Division II athletic contests.

The Athletics Fee is $4.58 per credit hour, with a $54.96 maximum per term. This fee is not included on 1098-T.

A committee consisting of members of the Student Senate and University Administration determines the rates and distribution of funds.

Course fees are used by the departments to pay for costs not normally incurred in every day instruction, such as the cost of using the bowling alley for a bowling class. This fee is included on 1098-T.

Course Fees are assessed to all students attending courses that have additional course fees indicated in the schedule.

Rates are determined by the Department Chairperson and approved by the Deans and Academic Vice President.

All full-time undergraduate students (defined as taking 12 semester credits or more) are automatically enrolled in the eWarrior Digital Life & Learning program. Students will be required to continue in the program until they graduate or leave WSU.

Part-time undergraduate students and graduate students may choose to participate in the eWarrior program, but are typically not required to do so.

However, some academic programs require participation in the eWarrior program.

The Device Requirements and Recommendations shows which majors require laptops through the eWarrior program.

This fee is $485 per term and is included on 1098-T. A contract is signed for the entire school year.

If you receive your laptop at pre-registration and do not attend school in the fall, you will be charged for the use of the computer during the summer.

If you do not return the laptop prior to the start of the next term, you may be charged the full replacement cost.

You may also incur additional charges for laptops not returned at the time you withdraw—which may include replacement and collection costs.

The Health Service Fee is assessed to all students enrolled through the Winona campus.

This fee is used to support the WSU Health Services to provide students with on-campus health care including office visits, medical procedures, vaccinations and more.

The Health Service Fee is $6.16 per credit hour, with a $73.92 maximum per term. This fee is not included on 1098-T.

A committee consisting of members of the Student Senate and University Administration determines the rates and distribution of funds.

Several smaller fees may arise from other non-course related matters including, but not limited to:

  • Credit by Exam Fees
  • ID card replacement fees
  • Library Fines

A fee of $20 will be assessed for each check returned NSF.

Students are expected to pay all accounts—including tuition, fees and residence hall charges-- to WSU by the payment due date indicated on the payment schedule (Payment Schedule PAGE).

All students who have not paid their accounts in full by the due date and are not dropped will be placed on the extended payment plan.

The extended payment fee is $30 per term. An additional late fee of $10 will be assessed late payments on the extended payment plan. Failure to receive a notice does not release the student from payment obligations.

WSU is authorized to withhold the issuance of diplomas and official transcripts of credits and to deny students further registration until all moneys due to the University have been paid.

The Parking Access Fee is assessed to all students attending classes through the Rochester campus.

Funds are used by RCTC to maintain the parking facilities at the Rochester campus.

The Parking Access Fee is $4.75 per credit hour. This fee is not included on 1098-T.

The rates are determined by The State Board Office and Rochester Community and Technical College.

The Student Life Fee provides funding for student activities that complement the curriculum, such as:

  • Lectures
  • Concerts
  • Theatre and dance performances
  • Student club activities
  • The Winonan student newspaper

These activities are intended to students’ mental, moral and cultural development.

The Student Life Fee is $7.08 per credit hour, with a $84.96 maximum per term. This fee is not included on 1098-T.

A committee of Student Senate members and University Administration determines the rates.

The Students United Fee is for membership in the Minnesota State University Student Association which represents and advocates for student interests to community and university leaders.

The Students United Fee is $0.61 per credit hour. This fee is included on 1098-T.

The Students United and the State Board Office determine the rate.

The Technology Fee is used for acquiring, upgrading and maintaining technology that supports academic and student activities, including:

  • lab computers
  • software licensing
  • printers
  • network infrastructure
  • technology support

The fee is also used to provide or enhance student access to technology.

For students enrolled through the Winona Campus, the fee is $7.62 per credit hour with a $106.68 maximum per term.

For students enrolled through the Rochester Campus, the fee is $8.00 per credit hour with a $96 maximum per term.

This fee is included on 1098-T.

The rate is determined by University Administration.

Textbooks will average about $600 – $900 per term.

Books can be purchased at the WSU Bookstore or RCTC Bookstore and charged to the WSU Student Account for a fee of $15 per semester.

The Union Facility Fee is assessed to all students enrolled through the Winona campus.

This fee supports the overall operation of the student union facilities, including:

  • staffing
  • building maintenance, repair and renovation
  • utilities
  • supplies and other expenses

The Union Facility Fee is $8.65 per credit hour, with a $138.40 maximum per term. This fee is not included on 1098-T.

The University Administration and the State Board Office determine the rate.

The Wellness Center Fee is assessed to all students enrolled through the Winona campus.

This fee supports the operation of the Integrated Wellness Center, including:

  • staffing
  •  building maintenance, repair and renovation
  • utilities
  • supplies and other expenses

The Wellness Center Fee is $7.39 per credit hour, with a $88.68 maximum per term. This fee is not included on 1098-T.

The University Administration and the State Board Office determine the rate.
