Parking Regulations

Parking across Winona State University’s campus is regulated throughout the entire year. WSU Parking Services is the official source for parking regulations and policies.

Incorrect information provided by another source is not a valid defense of a parking violation.

As the vehicle operator, it is your responsibility to find a legal parking space.

Parking on university grounds, walkways, and any area not specifically designated as a parking area is prohibited at all times.

Parking is also prohibited where it: 

  • creates a safety hazard
  • interferes with use of university facilities
  • interferes with pedestrian or vehicular traffic
  • violates any other provision of WSU Parking Regulations, Winona City Code, or Minnesota State Law

All outstanding citations and fees must be paid prior to processing a new permit application.

All vehicles parked on campus during hours of regulation must display a permit.

The permit must be hanging face-out from the vehicle’s rearview mirror. If you have issues hanging a permit from the mirror, please display it on the driver’s size of your dashboard. Moped and motorcycle permits should be attached to the license plate with a plate screw.

You cannot use hazard/two-way flashers to park in areas requiring permits.

You can receive a prorated credit if you return your permit with a valid reason such as:

  • moving off campus
  • leaving school
  • no longer have a vehicle
  • graduating in December

If you lose your permit or believe it was stolen, contact WSU Parking Services to file a report and get a replacement permit. There is a $20 replacement fee that will be charged to your student account.

Anyone found in possession of or using a stolen parking permit will be referred to the University Conduct Officer for discipline.

Any permit that is found to be altered or forged shall make the permit void.

People who intentionally alter or forge a parking permit may face disciplinary action.

Parking in accessible spaces on campus is enforced by WSU Parking Services.

The Winona Police Department also has jurisdiction to issue citations for those individuals who park illegally in accessible spaces. If you receive a citation from the Winona Police Department, you must follow their processes for parking tickets and/or appear in court on the date designated on the ticket.

Metered Parking

To park in a metered space, you must register online with ParkMobile and purchase time.

ParkMobile Zone 80201 is on Johnson Street between the Performing Arts Center (PAC) and the Integrated Wellness Center (IWC). ParkMobile Zone 80202 is located by the University Bookstore in Kryzsko Commons.

Only people with accessible permits can park in metered accessible spaces without depositing money. 

If you have issues registering and paying online with ParkMobile, call Parking Services immediately. Otherwise, you will be ticketed for failing to register with the campus ParkMobile zones.


If a vehicle breaks down or a personal situation prevents you from moving your vehicle, contact Parking Services. We can grant a short-term exception to parking prohibitions if you let us know right away. 

A vehicle cannot be authorized to remain illegally parked in accessible spaces, blocking traffic lanes, fire lanes, on city streets or where it presents a safety hazard. Authorization to remain parked in one of these areas must be received from Parking Services.


Citations will be issued to vehicles that are parked in violation of WSU Parking Regulations.

The original citation or citation number is required to pay a fine. If you don’t have the documentation, check with Parking Services to ensure that your payment is credited to the correct citation.

Late fees may be assessed against overdue citations. A citation must be paid in full and by the noted due date to prevent additional late fees.

If you fail to pay outstanding citations, your university records or registration access may be withheld.


Vehicles may also be towed and impounded for reasons including but not limited to:

  • The vehicle’s driver has three or more unpaid parking citations
  • The vehicle displays a permit that has been reported stolen
  • The vehicle displays a forged/counterfeit permit
  • When a vehicle is parked in an area (drive lane, curb, crosswalk, curb cut, etc.) where the vehicle’s continued presence would present a potential hazard to pedestrians or other motorists
  • When a vehicle is parked in an area that would obstruct emergency vehicle access to university buildings and grounds
  • When a vehicle is parked in an area that hinders or obstructs the necessary operations of university service vehicles and other service providers (e.g. loading docks, blocking trash pick-up areas)
  • When a vehicle is parked on university grounds/sidewalks
  • When a vehicle has parked, or continues to park in a parking lot that has been closed for maintenance
  • A vehicle with a license plate that doesn’t match the vehicle registration (stolen or illegally transferred plates)
  • A vehicle that does not display license plates and without a visible vehicle identification number
  • A vehicle that, to the best of this department’s knowledge and belief, has been abandoned
  • When a lot needs to be vacated due to an event
  • When a vehicle is parked in violation of WSU regulations
